돌봄 민주주의와 한국YWCA: 가사노동자 권리 보호 활동의 실천과 과제 = Caring Democracy and the Korean YWCA: An Analysis of Domestic Workers’ Rights Protection Activities

국문 초록 (Abstract)

본 연구는 돌봄 민주주의 이론을 바탕으로, 한국YWCA의 사례를 통해 시민사 회가 돌봄 노동의 사회적 가치를 확산하고 가사노동자의 권리 보호를 위해 수행해 온 역할과 직면한 도전 과제를 분석한다. 돌봄 노동은 사회 유지에 필수적이지만 오 랫동안 비공식적이고 저평가된 영역으로 남아 있었다. 이에 대응하여, 한국YWCA 는 1966년 가사노동자 알선 사업을 시작으로 돌봄 노동을 정식 직업으로 인정받 고, 돌봄 노동자의 권리 보호를 위한 법적･제도적 개선 활동을 지속적으로 추진해 왔다. 그러나 기존 연구들은 이러한 활동의 역사적 발전과 돌봄 민주주의의 실천 가 능성을 충분히 조명하지 못했고, 돌봄 노동의 사회적 인식을 변화시키는 시민사회 의 역할에 대한 분석도 부족했다.
본 연구는 이러한 공백을 메우기 위해, 한국YWCA의 활동을 시간적･구조적･ 제도적 맥락에서 체계적으로 분석하고, 돌봄 민주주의가 실천될 수 있는 조건과 제 약 요인들을 구체적으로 탐구하였다. 연구 방법으로는 질적 사례 연구를 사용하여, 문헌 분석과 함께 한국YWCA의 내부 자료와 관련 인터뷰를 통해 심층적인 분석을 수행했다. 연구 결과, 한국YWCA의 활동은 돌봄 노동의 사회적 가치를 확산시키 고, 이를 공적 가치로 전환하려는 시도로 평가되었다. 특히, 법적･제도적 보호를 위 한 YWCA의 노력은 돌봄 민주주의 실현의 토대를 마련했으며, 가사노동자 권리 보 호에 기여했다. 그러나, 이러한 활동은 내부 갈등, 비공식 고용 구조의 한계, 시민사 회 내 연대와 협력의 지속 가능성과 같은 도전 과제들에 직면해 있다.
본 연구는 시민사회가 돌봄 민주주의 실현에 기여할 수 있는 구체적 방안을 제 시하며, 돌봄 노동의 공공 서비스화와 제도적 보호 강화의 필요성을 강조한다. 이를 통해 돌봄 노동이 개인의 책임을 넘어 사회 전체의 공적 책임으로 자리잡을 수 있는 방향을 제시하며, 정책적･사회적 개선을 위한 실천적 전략을 제안한다.

다국어 초록 (Multilingual Abstract)

This study, grounded in the theory of care democracy, examines the role of civil society in enhancing the social value of care labor and protecting domestic workers' rights through the case of the YWCA of Korea, while addressing challenges faced in the process. Care labor, despite its critical role in maintaining society, has long been informal and undervalued. In response, the YWCA of Korea, beginning with its domestic worker placement service in 1966, has worked to professionalize care labor and advocate for legal and institutional reforms. However, prior studies have not adequately explored the historical development of these activities or the practical applications of care democracy, nor analyzed civil society's role in transforming social perceptions of care labor.
To fill this gap, this study systematically analyzes the YWCA’s activities within temporal, structural, and institutional contexts, investigating the conditions and constraints for implementing care democracy. Using a qualitative case study approach, the research incorporates literature analysis, internal YWCA materials, and interviews.
Findings indicate that the YWCA of Korea represents a significant civil society effort to elevate care labor into a domain of public responsibility and value. Notably, its legal and institutional advocacy provided a foundation for care democracy and contributed to protecting domestic workers' rights. However, challenges persist, including internal conflicts from organizational identity shifts, limitations of informal employment structures, and sustaining civil society solidarity and cooperation.
This study highlights the importance of civil society in realizing care democracy, emphasizing the need for public service provision of care labor and strengthened institutional protections. It reaffirms that care labor is a shared public responsibility rather than an individual burden and proposes practical strategies for policy and societal improvement.
