4세대전쟁 및 비대칭 위협 관점의 사이버전 및 사이버심리전 발전방향 = Direction for Development of Structure Centering around Cyber Warfare and Cyber-Psychological Warfare in the View-Point of Asymmetric Threats and 4th Generation of War

다국어 초록 (Multilingual Abstract)

This paper, focused on the topics of '4th Generation of war' and 'Asymmetric Threats of North Korea,' analyzes recently emerging national security issues such as Cyber Warfare and Cyber Psychological Warfare in terms of historical, phenomenal change in strategic situation, and characteristics of threat. It also aims to seek tasks and direction for development of comprehensive system of Cyber Warfare and Cyber Psychological Warfare from the perspective of national security and overall capability development. Discussions include the current condition for Cyber Warfare in Korean peninsula Theater in terms of 4th Generation of war and asymmetric Threats, examination of characteristics and importance, and cyber governance for war and crisis and national and military strategic level policy in order to effectively conduct Cyber Warfare and Cyber Psychological Warfare. The paper also suggests a system that can effectively integrate overall cyber capability with military operation conduct in case of war and crisis, and ways to improve policy and system for integrated national defense Cyber Psychological Warfare system and capability for practical realization.

국문 초록 (Abstract)

본고는 ′4세대전쟁′과 ′북한의 비대칭위협′이란 주제를 논점으로, 최근 국가안보적 관심으로 등장하고 있는 사이버전 및 사이버심리전 관련 이슈들을 역사적, 현상적(現象的), 전략적 상황변화, 위협의 속성 등 측면에서 분석하고, 국가안보와 총체전력 발전 관점에서 사이버전 및 사이버심리전의 포괄적인 체제발전 과제와 방향을 모색하는 데에 목적이 있다. 주요 논의 내용은 4세대전쟁과 비대칭 위협 측면에서 한반도 전구에서 사이버전에 대한 양상, 속성의 규명과 중요성 논의 그리고 사이버전 및 사이버심리전 효과적 수행을 위한 발전과제로서 국가 및 군사전략 수준의 정책과 전쟁 및 위기에 대비한 사이버 거버넌스, 전쟁과 위기 대비 총체적 사이버 능력을 군사작전수행에 효과적으로 통합할 수 있는 체계, 또한 통합적 국방 사이버심리전 체계에 대한 정책적 발전방향과 실천적 구현을 위한 능력 및 체제 발전방향을 제시하고 있다.
