외국 대학의 장애학생 교육서비스 동향 = Disabled Student Services at University of Foreign Country

The purpose of this study was to analyze the services program for student with disabilities on college campuses in the foreign country, and obtain desirable suggestions in establishing a Disability Services model of universities in Korea.
The results of the study included the following:
Disability Services Programs have been developed on campuses nationwide to ensure that higher education environment are physically, programmatically, and attitudinally accessible, They may have different names (Handicapped Student Services, Office for Disability Services, Student Services, and so forth) but their purpose is much the same. Such programs are organized to provide special assistance, appropriate services, and programs to ensure accessibility and to meet the diverse needs of college students with disabilities.
The needs of students with disabilities on college and university campuses have become a national concern in the last decade. It is estimated that approximately 35 million United States residents have various physical, learning, mental, and emotional disabilities. Since the passage of the Rehabilitation Act of 1973 and its accompanying Section 504 regulations and the recent passage of the Americans with Disabilities Act(ADA), many Americans with disabilities have exercised their rights to higher education. As more students with disabilities enter colleges and universities, institutions are confronted with the challenge of providing programs and services that are most useful to this group.
Disability Services staff are professionals employed to coordinate and implement the variety of services and accommodations needed by students with disabilities to successfully pursue an post-secondary education.
Services will vary at different Campuses. The following are examples of Services that maybe available:
● Removal of architectural and structural barriers
● Counseling, advisement, orientation, and scheduling assistance
· Academic support services, may include:
· Adaptive Testing
· Provision of educational materials in alternate media
· Readers of Scribes
· Notetakers
· Sign language interpreter
· Tutoring
● Educational assessment
● In-service training for faculty and staff to facilitate their successful interactions with students with disabilities
● Adapted transportation
● Accessible campus housing
● And much more!
The Disability Resource center provides assistance to students with permanent and temporary disabilities. The Disability service as a resource to help faculty with suggestions about teaching and testing students with disabilities.
The role of the Disabilities office, Disabilities Coordinator and the Disabilities Administrative officer is to provide students with disabilities with information on available supports at University, to develop policy and procedures and to forward plan in the disability area in association with relevant others.
The Universities has the responsibility to: provide information to students with disabilities in accessible formats upon request; ensure that courses, programs, services, activities, and facilities, when viewed in their entirety, are available and usable in the most integrated and appropriate settings; evaluate students on their abilities and not their disabilities; provide or arrange reasonable accommodations, academic adjustments, and/or auxiliary aids and services for students with disabilities in courses, programs, services, activities and facilities; maintain appropriate confidentiality of records and communication.
