푸틴 집권 시기 러시아의 민주주의 공고화에 대한 평가 = Evaluation of Consolidation of Democracy of Russia during Putin`s Ruling Period

The purpose of this study is to evaluate the consolidation of democracy of Russia during Putin`s rule. Consolidation of democracy does not mean that democracy retrogresses but continues. Considering the characteristic of modern society that aims representative democracy, the analysis of the consolidation of democracy of Russia based on the minimalist perspective has failed. This is because the consolidation of democracy, which experienced segmental times in 2003 and 2008, has been retrogressing from semi-consolidated authoritarian regimes to consolidated ones. As diverse variables such as weakness of civil society, national apathy for democracy, unfairness of elections, government`s control over national media, and formation of state-centric oligarchy economic society have been multiplying and interacting with one another, Russian democracy has been retrogressing, instead of continuing to develop. Characteristics of non-consolidated democracy, made out of the retrogression of democracy, have come to form the discourse structure called “Russian style democracy” represented by sovereign democracy, electoral democracy, or managed democracy. Serious challenges that inhibit the present government established through democratic procedures in Russian society have not been identified yet. However, the large scaled anti-government demonstration of civil society against the alleged election frauds of Duma in 2011 and 2012 and Putin`s re-seizure of political power demonstrate that the Third Putin Administration will be able to acquire legal legitimacy of power if the administration acknowledges democratic constitutionalism, rather than focusing on efficiency of the state affairs operation, as the “only game in town”.
