일본의 로컬 거버넌스와 주민참여 : 주민투표제도를 중심으로 = Local Governance and Resident Participation in Japan: A Study of Local Referendum in Japan

Presumably, there is a deep relationship between local governance and resident participation. This is a study of an analysis about local governance and resident participation whose empirical focus is on local referendum held in Japan with respect to consolidation of lower-tier local government in Todori-ken and local referendum by-laws in 35 lower-tier local governments. Local governance was discussed and analyzed not only from a structural perspective and a dynamic and procedural perspective on local governance.
This study confirms that there is a close ties between local governance and resident participation, that is, local referendum. Local governance can obtain legitimacy and efficiency in case there is an agreement and consensus between residents and local governments. This study also proves that in case there is no fixed policy-directions at the side of government, residents' preferences tends not to be highly respected in the policy process under local governance.
This study also shows that local governments have hesitated to accept residents'demands and petitions for local referendum by-laws, which indicates that chief executives and local councils have to be open-minded and responsive to resident participation in the local policy process for establishment of better local governance -participatory governance. The local politicians', that is mayors and member of local councils, open-mind can lead to flexible requirements of petition for local referendum.
