Even after the Battle of Sarhu in March 1619, as the military confrontation between Ming and Later Jin continued, Joseon faced a dual external pressure. The Ming, suffering repeated defeats and forced onto the defensive, became even more fixated on a policy of “using barbarians to control barbarians” (以夷制夷), seeking to restrain Later Jin by leveraging Joseon. The Ming dispatched imperial envoys and others to conciliate and monitor Joseon while urging renewed conscription; when this did not go as desired, it floated arguments for “guardianship” (a supervision/protectorate plan). After the fall of Liaoyang in 1621, Mao Wenlong(毛文龍) even pushed directly into Joseon.
Later Jin, emboldened by successive victories, also steadily raised the level of pressure on Joseon. Around the time of Sarhu it had emphasized Joseon’s “neutrality,” but afterward it invoked peace and demanded that Joseon send a state letter and an official envoy. After securing Liaoyang, it demanded the repatriation of Liaodong refugees and the expulsion of Mao Wenlong; around the time it occupied Guangning, it went further and attempted to detach Joseon outright from the Ming.
After his defeat in the Battle of Sarhu, King Gwanghaegun continued to proclaim that he would “serve the Ming with utmost sincerity as a tributary state while managing relations with Later Jin through strategy and calculation.” In reality, however, from the time he first dispatched troops to the Sarhu campaign, he had already adopted a stance of gwanse eungbyeon (觀勢應變) — observing the balance of power and responding flexibly to changes. After the defeat at Sarhu, this took concrete shape in his attitude of watching the confrontation between Ming and Later Jin from the sidelines and carefully monitoring which side would prevail. His firm refusal not only of the Ming court’s renewed demands for conscripted troops but also of allowing Ming forces to enter Joseon territory, his insistence on replying to Later Jin’s state letters and sending envoys, and his repeated calls to treat Later Jin envoys generously were all classic examples of such a gwanse eungbyeon posture.
Officials of the Bibyeonsa (Border Defense Council) emphasized that sadae—serving the suzerain—ought to remain consistent regardless of the balance of power or the fortunes of war. Gwanghaegun, however, adopted an increasingly resolute stance of refusing Ming requests for aid after the loss of Liaoyang. In this situation, the sudden incursion of Mao Wenlong into Joseon seriously disrupted Gwanghaegun’s carefully laid gwanse eungbyeon design.
The way Gwanghaegun and his close associates responded when Mao Wenlong entered and the Imban Incident (林畔之變) broke out was sufficient to arouse suspicion that Gwanghaegun had been in secret communication with Later Jin or was seeking peace with them. It appears that, taking the Imban Incident and the fall of Guangning as a turning point, Gwanghaegun became convinced that Joseon and Ming together could no longer cope with the power of Later Jin. It was against this backdrop that he, while bestowing enormous bribes upon the Ming envoy Liang Zhiyuan(梁之垣), nonetheless refused to provide troops or military provisions. From this point, he focused on placating Later Jin in order to prevent invasion, and came to regard relations with Ming as of secondary importance.
Yi I-cheom (李爾瞻), who had risen to the apex of power by leading the movement to depose the queen mother (the p’emo-ron), challenged Gwanghaegun’s Later Jin policy by advancing a hardline cheokhwa-ron (policy of “rejecting peace”) in connection with the Sarhu campaign. In response, Gwanghaegun sought to reshape the political landscape that had solidified around Yi I-cheom after the p’emo-ron. At this time, figures such as Park Seungjong (朴承宗), Pak Yeop (朴燁), Jeong Jun (鄭遵), Yi Jeonggwi (李廷龜), Yi Sibal (李時發), and Han Jungyeom (...
