Excellence is an essential value to be pursued in education, personally and institutionally. This study looked into the meaning of excellence espoused and applied in Korean education. Variety of interpretations of excellence were found through the review of related literatures. Among them, two clearly contrasted categories of meaning appeared: Excellence A and Excellence B. The former includes unitary, relative, vertical, selective, objective, and scientific concepts of excellence, while the latter includes plural, absolute, horizontal, universal, subjective, ideological ones. It was found that, in Korea, in the realm of government, politics, journalism and the public, Excellence A tends to be popular, while Excellence B was espoused mainly by scholars and some educators and administrators. According to the concept people follow, quite different approaches and policy decisions must be taken.
This study, supporting the concept Excellence B, examined the reasons why it is difficult to realize Excellence B in Korean education. They were thought to be the confusion of the concepts, ideological and politicalized arguments, lack of effective approach and education system for Excellence B.
In conclusion, this study suggests some tasks for realizing Excellence B. They are 1) overcoming the conflicts from the competing concepts and perspectives, 2) redefining the criteria of social selection, and 3) improving the effectiveness of the education system by way of diversifying the type of school horizontally, rebuilding the paradigm for school education respecting the justice and equity, innovating the support system for school education following the new paradigm, and developing the capacity for education welfare at the level of school, region, and the nation.
