아프리카 난민의 유럽 유입과 이탈리아의 대(對)아프리카 정책 = Influx of African refugees in Europe and Italy`s African policy

국문 초록 (Abstract)

최근 유럽은 아프리카 난민의 유입으로 적지 않은 혼란에 빠져들고 있다. 특히 지중해 동북부 지역의 국가들은 아프리카의 정치적 혼란에 따른 영향에 직접적으로 노출되어 있다. 실제로 아프리카 난민의 영향은 서유럽에만 집중된 것이 아니다. 2015년 관련통계에서도 보듯이, 북아프리카와 동유럽은 아프리카 난민 사태에 따른 영향을 가장 많이 받고 있다. 또한 서유럽 국가들도 이들의 국내 수용을 둘러싼 진통을 겪고 있다. 이탈리아 역시 난민으로부터 자유롭지 않다. 특히 그리스와 더불어 이탈리아반도는 아프리카 난민의 유럽 유입을 위한 관문의 지리적 위치 때문에 가장 큰 혼란에 휩싸여 있다. 이탈리아 여론은 이번 사태와 관련해 상반된 견해를 보이고 있다. `문제`라는 인식의 중심에는 인종차별주의 성향과 국내 일자리를 빼앗긴다는 인식이 자리한다. 반면 아프리카 난민들이 이탈리아 경제와 문화 전반에 걸쳐 `자원`이 될 수 있다는 견해도 적지 않다. 후자의 인식과 관련해 본 연구자는 이것이 국민연금의 고갈과 인구 감소에 따른 이탈리아 경제 전반의 위기에 대한 대안들 중 하나라는 이탈리아 중심적 해석보다는, 서로를 양자의 발전을 위한 파트너로 간주하는 발상이어야 한다고 생각한다. 이와 관련해 지난 2월 이탈리아 수상 마테오 렌치(Matteo Renzi)는 나이지리아, 세네갈, 가나를 방문하였으며 UN연설에서 유럽연합 회원국들이 아프리카의 발전에 관심을 가져야 한다는 당위성을 역설한 바 있다. 이 자리에서 렌치는 `이탈리아의 아프리카귀환`을 선언하면서 이를 국가 외교정책의 최우선 과제라고 설명하였다. 본 연구는 문제와 자원의 갈림길에서 이탈리아의 아프리카 귀환이 후자의 선택, 특히 관계 균형의 진정한 파트너로 해석될 가능성을 타진한 것이며, 이에 대한 유럽연합의 협력이 필요함을 전제하였다.

다국어 초록 (Multilingual Abstract)

The Europe is facing chaos because of African refugees. Especially, the countries of the Mediterranean Northeast is being exposed to a direct effect of political turmoil of African Continent. In reality, African refugees do not only influence Western Europe. As seen in the related statistics of 2015, North Africa and Eastern Europe are largely influenced by African refugee situations. Western European nations are also suffering surrounding acceptance of African refugees. Italy has never been free in refugee situations. Italian peninsula and the Greece are gateway for the European influx of African refugees. In fact, Italian public opinion shows two contrasting views about African migrants. The racism and the prejudice are situated at the center of problem which regard African refugee, who take jobs from Italian labors. On the other hand, the different perspective exists that African refugees could be resources for the Italian economy and society. Regarding the latter`s recognition, I argue that this should not be interpreted as the solution for the Italian economic crisis caused by the depletion of national pension and a decrease in population. This is nothing but a Italian-centric interpretation. While African migrants and Italy must be partners for each other`s development. In the last February, Italian Prime Minister, Matteo Renzi visited three African countries (the Federal Republic of Nigeria, the Republic of Senegal, the Republic of Ghana, respectively) and in a speech at the UN General Assembly he indicated a need that EU member countries should be interested in the development of African Continent. Renzi`s speech emphasized `the Return of Italy in Africa`. This study notices that with regard to the subject of `problem` and `resource`, Italian return to Africa should be interpreted as an effort to seek the real partnership with African countries in Italy`s African Policy.
