터키의 대 시리아 난민 정책 분석 = Syrian refugee`s issue under the Turkey migration policy

국문 초록 (Abstract)

본 연구에서는 시리아 난민의 유입과정과 터키의 대응에 대한 내용을 중심으로 난민 정착현황 및 유럽연합과의 정책조율 등에 대하여 분석한다. 특히, 터키 정부의 이주난민에 대한 지원상황과 장기적 정책에 대한 평가를 하였다. 시리아 난민의 숫자가 제2차 세계대전의 난민 이상으로 발생하고 있다. 2011년부터 2016년까지 난민이 급증한 것은 2011년 이래 지속되어온 시리아내전 때문이다. 이슬람 극단주의 IS의 세력이 확대되면서, 역내 테러와 안보에 대한 국제적 합의는 실종되었고, 내전종식은 단기적으로 기대하기 어려운 상황이다. 시리아 내전은 국제패권의 대리전쟁이 되었기 때문이다. 시리아 위기는 21세기의 가장 긴급한 인류의 문제이지만, 이 전쟁을 촉발시킨 국가들의 관심은 난민문제 해결보다는 새롭게 전개되는 패권의 지형에 집중되고 있다. 장래에 유럽연합과 터키의 난민송환협상이 와해된다면, 터키에서 지중해를 경유하여 그리스로 진입하는 시리아 난민이동에 대한 통제가 불가능할 것이다. 우선적으로 터키인의 대유럽 비자면제가 해결되지 않으면 터키를 통해 수만 명의 난민이 유럽으로 진입하는 심각한 상황이 발생할 것이다.

다국어 초록 (Multilingual Abstract)

The objectives of the research is to assess the issue on Syria refugee`s migration and their condition against the programs and policies of Turkey government as well as and the principles of the EU committee. The flooding of refugees in the Turkey, that eroded the capacity of the Turkey government, is the result of the strategic depopulation of Syria by Hegemonic powers. This paper discusses on the condition of Syrian refugees to Turkey territories and finding possible solution to save their life. Turkey has returned refugees to Syria, and many of them are just waiting for the better condition. In some sense, Turkey cannot be considered a fundamentally safety country. However, the EU committee decided to close the western Balkan route used by refugees, as well as the persistent preoccupation with shipping people back to Turkey instead of making unconditional efforts on resettlement and offering other safe and legal ways to Europe. Moreover, up to 300,000 Syrian refugees living in Turkey cannot be given citizenship under the plan to keep wealthy and educated Syrians in the country. Under Turkish law, Syrian refugees cannot apply for resettlement but only for temporary protection status. The Turkey government and the international hegemonic community have to step up their commitment to solving this crisis both in terms of humanitarian and financial assistance to the Syrian refugees.
