지역사회 사회복지행정의 로컬 거버넌스(Local Governance):1) 가능성과 한계 = Community Welfare Administration and Local Governance: Possibilities and Limits

다국어 초록 (Multilingual Abstract)

This study is focusing on the community welfare administration and the local governance. Particularly this analysed the possibilities and limits of local governance in the local area(Kyungsangnamdo).
The results is as follows. The present local governance can not guarantee the success of democratic local decentralization in relation to community welfare. It has the many problems. Local government is dependent on central government and not democratic in the process of local politics and administration. Local assembly is monopolized by one political party and can not make the democratic and plural decision-makings. The third sector is too much weak as compared with the local government.
But recently we can see the sprout of the local governance: the appearance of the professional organization which is composed of welfare practitioners and the entrance of the welfare-oriented assemblyman in the local assembly. This is an important factor of the local governance and shows the possibility of the democratic governance in the long term perspective.

국문 초록 (Abstract)

참여정부에서 추구하는 지방의 분권화는 지역사회의 복지행정에 중요한 변수가 될 수 있다. 현재의 지역사회는 분권화를 실시할 수 있을 정도의 준비가 되어 있는가? 본 연구는 로컬 거버넌스의 측면에서 그 한계와 가능성을 분석해 보았다. 경남지역이라는 한정된 사례를 분석한 결과 현재 지역사회의 로컬 거버넌스는 지방정부의 역량, 중앙정부로부터의 독립성, 제3섹터의 역량의 모든 측면에서 많은 한계를 보이고 있다. 즉 단기간에 분권화가 성공적으로 정착할 수 있는 거버넌스를 가지고 있지 못하다. 그럼에도 불구하고 정치적 독점의 균열과 사회복지 전문 단체의 출현 등 로컬 거버넌스의 토대로 작용할 수 있는 작은 실마리들도 보이고 있다. 장기적으로 볼 때 지방의 분권화는 공공부분의 분권화를 넘어 로컬 거버넌스의 건강한 정착을 위한 방향에서 전략적으로 설계되어야 한다.
