영국 복지국가의 전환: 사회정책의 한계와 가능성 = Transformation of the British Welfare State:The Limitation and Possibility of Social Policy

국문 초록 (Abstract)

블레어 정부의 복지개혁은 전통적인 노동당의 정책에서 벗어나 1980년대에 태처 정 부가 주도한 경제개혁의 유산을 토대로 하고 있다. 동시에 블레어 정부는 전통적인 사회민주주의 이데올로기를 근본적으로 수정하고 복지국가의 새로운 변화를 시도하고 있다. 블레어 정부의 정책은 기술발전, 고용의 변화, 가족의 변화, 지구화 등 현대 경제의 구조적 변화와도 밀접한 관련을 가지고 있다. 현대 사회는 전통적인 직업, 기술교육, 국민국가 등의 관념에 대한 근본적인 재검토를 요구하고 있다. 특히 글로벌 경제의 등장은 케인즈적 경제관리와 전통적인 복지국가를 추진할 수 있는 국민국가의 역량과 가능성을 심각하게 제약하고 있다. 블레어 정부의 ‘제3의 길' 프로그램은 현재 두 가지 측면을 가지고 있다. 통화 긴축, 재정 지출의 억제, 균형 재정, 물가 안정 등 통화주의 경제정책의 측면이 있는 반면, 정부의 역할과 투자를 강조하는 케인즈 경제학의 요소도 있다. 그리고 블레어 정부의 복지개혁은 적극적 노동시장 정책에서 추진했던 사회적 자본과 인적자본을 강화하기 위해 교육과 훈련을 강조하는 새로운 사회정책의 가능성을 제기하는 측면도 있다.

다국어 초록 (Multilingual Abstract)

The welfare reform programmes of the Blair government are based on the social and economic consequences of the Thatherite reform programmes. The New Labour fundamentally transformed the old style of social democratic ideology and policies and attempted to transform the British welfare state. The major policies of the Blair government are closely related with structural change of modern economy, including technological development, new employment patterns, the changing nature of family, and the globalization process. In particular, the emergence of global economy seriously restricted the capability and possibility of the nation state to pursue Keynsian economic management and traditional welfare policies. The Third Way programmes of the Blair government have two aspects: monetarist policies including strict financial control, sound fiscal spending, stabilization programmes, and the Keynesian economic policies focusing active government and investment. The welfare reform programmes of the Blair government also included policy proposals of education and training to strengthen social capital and human capital as shown in the active labor market policy.
