Presidents John F. Kennedy and Lyndon B. Johnson adhered to the major tenets of post-World WarⅡ US foreign policy inherited from their predecessors. They viewed the global conflicts as a long-term struggle between the Soviet Union and the US. They also believed that traditional American values and institutions should be projected across the world to win the cold war enemies and save peace and prosperity.
Kennedy and Jonson foreign policies - nation-building, counter-insurgence, alliance for progress, vietnam war, and so on - stemmed in part from such American-style assumptions, inevitably exaggerating crises and threats facing them. Especially, their perception and response against 'wars of national liberation', in the pretext of the Cold War, demonstrated the limits of Kennedy and Jonson' promises and practices for 'city upon a hill'.
In a word, Kennedy and Johnson administrations foreign policy rested on American ideology, resolve of the Cold War, and exaggeration and over-response on crisis and hope was almost certainly unrealistic.
