공공측량 성과심사 실태분석을 통한 제도 개선 방안 도출

국문 초록 (Abstract)

본 연구에서는 공공측량 성과심사 관련 법령, 운영현황, 업무지원 시스템, 전문가 인터뷰 결과 등의 분석을 통해 제도의 개선 방안을 제시하고자 하였다. 연구 결과, 관련 법령 및 행정규칙에서 공공측량 성과심사 대상을 명확하게 정하고 있지 않음을 알 수 있었다. 공공측량 성과심사 대상을 명확하게 정의하는 방안으로 성과심사 대상을 제시하거나 제외 대상을 제시하는 것을 고려해 볼 수 있으며, 추가적으로 공공측량 시행자를 대상으로 상담, 관리, 통계 및 모니터링 등이 가능한 콜센터를 운영하는 방안을 제시하였다. 콜센터를 통해 공공측량 성과심사 대상 여부를 안내함으로써 공공측량 시행자가 판단하기 어려운 사례들에 대한 결과를 제공할 수 있을 것이다. 2023년 상반기 발주된 공공측량 사업의 성과심사 이행률은 25% 정도로 시행자 교육을 통한 인식개선으로 이행률을 향상시킬 필요가 있다. 또한 공공측량 성과심사 물량이 4분기에 집중되고 있으며, 이러한 성과심사 물량의 편중은 성과심사 기관의 업무 효율성을 저하시키고, 사업 준공에 문제가 발생할 수 있다. 따라서 중간심사 제도의 활성화가 필요하다. 현재 공공측량 업무지원시스템에서 공공측량 사업의 대상지를 나타내는 위치도의 경우 행정구역 상 해당 위치의 동 일원으로 나타나 정확한 위치정보를 파악하기 어려운 점이 있으며, 작업계획서 작성의 효율성 향상을 위해 기존 공공측량 사업 관련 DB 참조가 가능하도록 시스템을 개선할 필요가 있다. 향후 공공측량 성과심사 제도 활성화를 위해 공공측량 시행자의 이해도 향상을 위한 시행자 인식개선 및 교육 방안 마련이 필요할 것으로 판단된다.

In this study, a plan to improve the system was presented through an analysis of laws related to public survey performance evaluation, business support systems, and expert interview results. As a result of the study, it was found that the relevant laws do not clearly define the subjects of public survey performance evaluation. As a way to clearly define the subjects of performance evaluation, it is possible to consider presenting subjects or exclusions, and a plan to operate a call center that can provide consultation, management, statistics, and monitoring was presented. The performance evaluation compliance rate in the first half of 2023 is about 25%, so it is necessary to improve the compliance rate. In addition, the volume of evaluations is concentrated in the fourth quarter, which can reduce work efficiency and cause problems in the project. Therefore, the activation of the intermediate evaluation system is necessary. It is difficult to accurately identify the location of the project in the current business support system, and the system needs to be improved so that reference to the existing project database is possible in order to improve the efficiency of plan writing. It is judged that an educational plan will be needed to improve the understanding of those in charge in order to activate the public survey performance evaluation system in the future.
