This study aims to examine the organizational performance of local government officials by using the time survey method. For 250 local government officials in counties, cities and provinces, I conducted a survey on their use of time for two days (April 25-26, 2017). In addition, the survey included questions on the motives for their involvement in the public sector, expectations of public sector work, organizational culture, personal characteristics, role conflict, and role ambiguity.
The purpose of this study is to define the role of local government officials by using objective data on their time use. Moreover, this paper analyzes the effect of the gap between their prior expectation and public sector work experience on organizational performance, and how this effect differs by their motivation to work in the public sector existence desire, public service motivation, relationship desire, and growth demand.
The results of this analysis will contribute to the literature as following. First, by examining how local government officials allocate their time and efforts in specific public services, this study will enhance our understanding on the role of local government officials and local government organizations.
