    George Soros is an American financial speculator, stock investor, philanthropist and political activist. Soros is famously known for 'breaking the Bank of England in 1992 and Asian Financial Crisis in 1997. Soros has been active as a philanthropist since the 1970s, and began funding dissident movements behind the communist countries. Since 1975. Soros has participated his membership in the Helsinki Watch and Americas Watch human rights groups as sparking his 1979 creation of the Open Society Fund to offer a number of scholarships in the United States to dissident intellectuals from Eastern Europe. In 1984, he established Soros Foundation Hungary which was his first East-Central European countries. Since then the Soros Foundation had a great role to support and educate the Hungarian intellectuals, students and even communists. Intellectuals and students had been given to study abroad and some of them had a crucial role to change hungarian political system. In a sense, Soros made a success to form a civic society to take the concept of 'open society' their own. First of all, Soros and the Soros Foundation in Hungary had a role to educate the leading figures to understand the some problems in 'the closed society.' Second, the Soros Foundation had contributed to overcome the breakdown of the communications in the country. Finally the Soros Foundation had cultivated men of talent to lead their country to a free and market-oriented one. In a brief, Soros made clear the way for the post-communist societies.
    So it is exaggerated that Soros and his foundations had a crucial role to break the Communist systems in East-Central Europe. As a success of the Soros project in Hungary, he organized a network of foundations that operate in 31 countries throughout all over the world.
