지역사회개발에 대한 공무원 인식에 관한 연구 = A study on the awareness of civil service for community development

Community development, which has comprehensive meaning, is defined as systematic activities that the residential people try to do for the solution of their common desire. As monolithic information is proceeded at high speed in the whole fields of the society and the conflicts between classes and the polarization are arisen, community development is being brought out. From these problems, this study is to seek the countermeasures for improvement, consider the awareness of civil service for community development and search the democratic and effective direction by analyzing the identity and the heterogeneity of civil service who carries out the whole operations from policy making to execution for community development.

This study conducted the sample survey of civil service who works at the nation's ministries and agencies and the local governments. 350 sheets of questionnaire were distributed and finally 258 sheets were used for analysis. The survey was conducted from May 9 to May 23, 2006. For the statistical analysis, the frequency analysis and the contingency table analysis were conducted through SPSSwin 12.0 program. To sum up the results, the survey showed that the basic awareness of civil service for community development is normal or below. Especially they are considering the development of the underdeveloped region and the environmental improvement as the definition of community development, and the income increase and the welfare improvement as the field to be promoted urgently. And they are aware that the development policy is determined by the directions of the agency head and the ruling office and the community development has much influence on the civil service. While the civil service of the nation's ministries are aware that the role of the local government is important for community development in consideration of the regional particularity and the administrative drive, that of the local governments thinks that the role of the central government is required for the security of financial resources. The survey showed that the Ministry of Construction & Transportation under the central government and the local administrative bodies (city, county and district) are promoting actively the business for community development. Consequently, they agreed that the dispersed affairs shall be promoted consistently by the integrated department. They consider a subsidy, development fund, private fund and contribution as the effective financial resources for the compensation of insufficient budget. According to the survey, the appropriateness of budget distribution is recognized normally or below and the causes are in the order of political, economical, cultural and social ones. It shows that the logic behind politics has more influence rather than the financial independence.
On the basis of these results, this study has presented some proposals in policy. First, though a subsidy is generally given for budget, the regional business for profits, development fund deposition for persons who leave their home, operation of development fund, etc. should be considered. Second, the unilateral and exclusive policy making by the agency heads can make the civil service passive. So their administrative specialty and positiveness shall be nurtured. Third, it is good that the civil service of Korea has high progressive spirit for community development. But they are discontented with the positioning path such as promotion, supplement, etc. Since it makes them passive and idle, a discussion of a job analysis shall be performed. Fourth, the administrative capacity shall be considered since the role of the local government is directly connected with the success of the business..

The object of this study was limited for a part of the nation's ministries and agencies and the local governments. If more various groups for civil service were included in this study, more clear relativity may be shown. It is very hopeful, however, that the civil service has a progressive spirit for community development. In conclusion, I expect that this study will contribute to narrowing the administrative gap between the local residents and the civil service and attaining both efficiency and democracy in community development.
