    This article analyzes leadership role of European Union not only in the formation of international climate change norms but also in the domestic policymaking and implementation in terms of the interests, ideas and institutions. EU, as an international actor, plays a leadership role in creating international norms of climate change and translating international norms into domestic policy in spite of the constraints like vulnerability of internal institution system, complex process of decision-making and multiple veto points and so on. Almost every stakeholder in climate change issue, including European Commission, European Parliaments, Green Party, Business Group and Environmental NGOs, has supported and accepted climate change norms. The idea of precautionary principle and burden-sharing norm has influenced and reinforced their formation of preference for climate change norms. Also as the proportional representation electoral system and decentralized context have provided the opportunity structure, advocates of climate change norms could access the decision-making process. As a result, EU leadership in climate change can be explained by the interaction of multi-level reinforcement among interests, idea and institutions.
