국고보조금 배분의 정치적 영향요인에 관한 실증연구: 지방자치단체장과 국회의원의 정치적 자원을 중심으로 = Influences of political actors on categorical-grants distribution: Focusing on political resources of local government head and national assembly member

다국어 초록 (Multilingual Abstract)

Categorical-grants play important roles, such as enhancing efficiency in resource allocation, by correcting externalities and leading to the following of state policies. However, political influence on categorical-grants distribution has been a big issue in Korea. This study tests the influence of the political resources of the main political actors(national assembly member and local government head)on categorical-grants allocation of 230 Korean local governments for the decade2002-2011. The results show that party affiliation and reelection are important variables. In particular, a difference in the party affiliation of the main political actors has a strong positive effect on the amount of earmarked categorical-grants, which is an interesting result from the perspective of the diversity of available political resources and the political productivity of swing voters.
