문화예술진흥기금 재원확충을 위한 문화예술진흥 기부제도 도입방안에 관한 연구 = A Study on the Introduction of the Contribution System for the Promotion of Culture and Arts for the Expansion of Funds for the Promotion of Culture and Arts

[Purpose] In order to fulfill the constitutional obligation to succeed and develop traditional culture and to promote national culture, the State stipulates the Culture and Arts Promotion Act on the Culture and Arts Promotion Fund. However, most of the culture and arts promotion fund is made up of state subsidies, and there is a deficit due to the large expenditure on imports., The purpose of this study is to provide a stable financial expansion plan for the culture and arts promotion fund through the introduction of the culture and arts promotion donation system.
[Methodology] This study examined the provisions of the Culture and Arts Promotion Fund under the Culture and Arts Promotion Act and confirmed the necessity of securing stable finances of the Culture and Arts Promotion Fund through the analysis of the current status of the Culture and Arts Promotion Fund in Korea. In addition, the introduction of the culture and arts promotion donation system was proposed by referring to the hometown love donation system introduced for the purpose of securing stable financial resources of local governments.
[Findings] The specific introduction plan for the culture and arts promotion donation system proposed in this study is as follows：First, the culture and arts donation law should be enacted in order to secure the legal stability of the introduction of the culture and arts promotion donation system. Second, the donation condition of the culture and art promotion donation system should be limited to individuals, but the culture and art related organizations, which are donations, should be able to donate including the residence. Third, the gift certificates for culture and arts promotion should be provided as a return gift for the donation of culture and arts promotion, and the gift certificates for culture and arts promotion should be available to any culture and arts institution in the country. Fourth, some of the cultural promotion donations should be provided to the recipients of cultural arts promotion gift certificates as a countervailing benefit to cultural arts activities, but should be utilized as financial resources for most of the rest of the cultural arts promotion.
[Implications] This study is meaningful in that it proposed a stable fund raising plan for the culture and arts promotion fund, and it is expected that succession and development of culture and arts can be expected through such stable financial resources. However, it will be difficult to expect the promotion of culture and arts if the stable resources are not used efficiently. Therefore, it is necessary to conduct an effective performance analysis on the culture and arts promotion fund so that the culture and arts promotion fund secured through the stable funding plan can be used efficiently.

국문 초록 (Abstract)

[연구목적] 국가는 전통문화의 계승 및 발전과 민족문화의 창달에 노력해야 한다는 헌법상의무를 이행하기 위하여 문화예술진흥법을 문화예술진흥기금에 관한 사항을 규정하고 있다. 그러나 문화예술진흥기금의 대부분은 국가 보조금으로 이루어지고 있는 실정이며, 수입 대비지출이 커 적자가 발생하고 있는 상황이다. 이에 본 연구는 문화예술진흥 기부제도의 도입을통해 문화예술진흥기금에 대한 안정적인 재정확충 방안을 마련하는 것을 목적으로 한다.
[연구방법] 본 연구는 문화예술진흥법상 문화예술진흥기금에 관한 규정을 살펴보고, 우리나라 문화예술진흥기금의 현황분석을 통해 문화예술진흥기금의 안정적 재정확보의 필요성을 확인하였다. 또한 지방자치단체의 안정적인 재정확보를 목적으로 도입된 고향사랑기부제를 참조하여 문화예술진흥 기부제도에 대한 도입방안을 제안하였다.
[연구결과] 본 연구에서 제안하는 문화예술진흥 기부제도에 대한 구체적인 도입방안은 다음과 같다. 첫째, 문화예술진흥 기부제도 도입에 대한 법적 안정성을 확보하기 위하여 문화예술기부금에 관한 법률을 제정해야 할 것이다. 둘째, 문화예술진흥 기부제도의 기부조건은개인으로 한정해야 하지만, 기부처인 문화예술 관련 단체는 거주지를 포함하여 기부가 가능하도록 해야 할 것이다. 셋째, 문화예술진흥 기부에 대한 답례품은 문화 또는 예술을 자유롭게 이용할 수 있는 (가칭)문화예술진흥상품권을 제공하고, 동 문화예술진흥상품권은 전국 어느 문화예술 기관에서도 사용이 가능하도록 해야 할 것이다. 넷째, 문화예술진흥 기부금 중 일부는 문화예술진흥상품권 수령기관에 문화예술활동에 대한 반대급부로 제공하되, 나머지 대부분의 문화예술진흥을 위한 재원으로 활용될 수 있도록 해야 할 것이다.
[연구의 시사점] 본 연구는 문화예술진흥기금에 대한 안정적 기금마련 방안을 제안하였다는데 의의가 있다고 볼 수 있다. 또한 이와 같은 안정적 재원을 통해 문화예술에 대한 계승과 발전을 기대할 수 있을 것으로 판단된다. 다만, 안정적으로 확보된 재원이 효율적으로 사용되지 못한다면 문화예술 진흥을 기대하기는 어려울 것이다. 이에 따라 안정적 재원마련 방안을 통해 확보된 문화예술진흥기금이 효율적으로 사용될 수 있도록 문화예술진흥기금에 대한 효과적인 성과분석이 함께 이루어져야 할 것이다.
