모럴 패닉 모델을 통한 성폭력범죄 대책에 대한 연구 미국과의 비교연구를 중심으로 - = A Study of the Policies on Sexual Violence through Moral Panic Model Focused on the Comparison of Policies between in Korean and in the U.S.-

다국어 초록 (Multilingual Abstract)

Moral Panic Model explains the irrational and illogical policies of governments, law makers, and public on responses to the threats of social values and interests. Recently, rape and murder, child kidnapping and rape, and other heinous crime have occurred in Korea. These events have attracted public attention through the press. As a results, public feel that out society is not safe. Park administration vowed to crack down on so-called “four social evils”, which are sexual crimes, domestic violence, school violence, and food-related crimes. Law enforcement agencies including police, prosecutor’s office have conducted various policies in order to irradicate sexual violence. However, moral panic model indicates that the polices were developed improvisedly rather than under the systematic directions. This study explores the origin and concepts of moral panic model and explains how the policies were made. In addition, it compares policies between Korea and the United States. Finally, this study suggests the desirable and effective policies on the sexual violences.
