북한인권과 NGO : 북한인권 개선을 위한 노력의 변화 과정 = Human Rights in North Korea and NGOs of South: Changing Course in Effort to Solve North Korean Human Right Problems.

국문 초록 (Abstract)

90년대에 시작된 북한인권관련 NGO들의 활동은 정치환경 및 남북관계의 변화에 따라 그 내용에서 변화를 겪어 왔다. 북한의 심각한 인권침해 상황에 대한 국제 여론 조성을 주된 목적으로 하던 초기 활동은 90년대 중후반 북한의 대량 아사 사태를 맞아 탈북자 지원 및 북한 주민 지원 활동으로 그 주 관심사가 바뀌었다. 2000년대 이후 보수적 인권단체들은 북한인권문제에 무관심한 남한 정부를 압박하면서 국내 여론을 환기하는데 노력을 집중하였다. 이후 북한의 핵실험 및 미사일 발사 등으로 햇볕정책에 대한 여론이 악화되고, 급기야 이명박 정부의 출범이후 대북정책이 수정되면서 이 보수적 북한인권 NGO들은 대북 전단지 살포나 대북 단파 라디오 방송을 통해 북한 주민들을 직접적으로 회유하는 단계로 나아가고 있다.
이러한 일련의 과정은 북한인권 NGO들의 활동이 북한 외부에서 북한 내부로 향하는 일관된 방향성을 가지고 발전하고 있음을 보여준다. 이 연구는 북한인권과 관련된 국내 NGO들의 활동은 시대변화에 따라 북한 외부의 간접적 여론 조성을 통한 압박 전략에서 북한 내부의 변화를 추구하는 직접적 개입 전략으로 전환되고 있다고 볼 수 있다는 시각을 통해 북한인권NGO들의 활동을 고찰해보려 한다.

다국어 초록 (Multilingual Abstract)

Since 1990s, South Korean NGO's efforts to improve human right situations in North Korean have experienced series of changes due to changes in political climate and North-South Korean relations. In the first stage, those NGOs focused on creating international pressure on North Korean government on human right issues. After North Korea suffered from severe food crisis and hundreds of thousands North Korean residents died from starvation in the late 1990s, South Korean human right NGOs changed their priorities to support the refugees and provide North Korean residents with humanitarian aids. In the next stage after 2000, by building public consensus on North Korean human right problems conservative human right activists has successfully put pressure on South Korean government who since then had been muted on that issue. Their efforts have evolved into the direct activism against North Korean Government that includes launching balloons containing tons of anti-Kim Jung-il leaflets. This study examines the directions and dynamics of these South Korean human right NGOs efforts.
