탈북이주자의 사회일탈 대책방안 고찰 = A Study on the Deviation of North Korean Defectors in South Korea

국문 초록 (Abstract)

최근 탈북이주자들의 사회일탈 문제가 사회적 관심사로 부상되고 있다. 탈북이주자 신변보호경찰관서는 신변보호경찰관을 지정하여 다양한 신변보호활동을 하고 있지만, 탈북이주자들은 범죄환경에 노출되어 사기 피해를 입거나 범죄 늪에 빠져들고 있다. 설문조사 결과에서도 탈북이주자들은 사기나 폭행, 임금체불 지원 요청을 위해 경찰관서에 출입하고 있는 것으로 나타났다. 이러한 문제의식 하에, 이글은 탈북이주자들의 사회일탈 실태를 분석한 후, 그 대책 방안으로 탈북이주자 해외여행 규제 법규 마련, 신변보호시스템 재정비, 치안환경 적응 프로그램 지원, 지역네트워크 구축 등을 제언하였다.
이러한 탈북이주자들의 신변보호대책도 중요하지만 통일을 염원하고 준비하는 많은 시민단체, 종교단체, 정부 등이 함께 그들의 입장에 서서 그들을 이해하는 지원정책이 추진될 수 있도록 국민적 합의를 이루어 나가는 것이 무엇보다 중요하다.
탈북이주자들이 건전한 민주시민으로 정착 할 때 향후 통일과정과 통일 이후 남북주민 통합과정에서 야기될 수 있는 정치, 사회, 문화적 갈등을 해소하고 사회혼란을 예방하는 치안활동의 매개자가 될 수 있고, 우리 국민들의 통일에 대한 태도와 입장은 물론 북한주민들이 통일에 대한 태도와 결심을 결정하는데 긍정적인 요인으로 작용할 수 있기 때문이다.

다국어 초록 (Multilingual Abstract)

The problem of deviant behaviors of North Korean defectors has been recently receiving growing attention in South Korea. Despite a range of supports and protections that are provided by the police through designated protection officers for them, North Korean defectors are exposed to crimes such as fraud or become criminals themselves. Survey results also show that they visit police stations to consult fraud, assault, or unpaid wage.
This study analyzes various deviant behaviors of North Korean defectors in South Korea to suggest countermeasures such as regulating North Korean defectors’ overseas travel, strengthening the filtering system to detect disguised defectors, enhancing the criminal history checking for North Korean defectors, building a supportive local network, providing a program to help North Korean defectors adopt to the security environment of South Korea, and organizing neighborhood watch groups.
What is also as important as the above countermeasures is a public consensus that each part of reunification efforts from NGOs, religious groups, and the government need to understand North Korean defectors in their shoes to carry out supporting policies for them.
It is to be noted that if North Korean defectors are successfully integrated into South Korea society as democratic citizens they can help to create positive attitudes and mood toward reunification among people in both South and North Korea, and may play a role in resolving social, political, and cultural conflicts and confusion between South and North Koreans which can happen in the course of reunification process.
