자유주의 국제정치이론에 대한 비판적 고찰: 자유주의 사상과의 연관성을 중심으로 = A Critique of Liberal International Relations Theory: Focusing on its relationship with Liberal Political Theory

The study of liberal international relations theories is flourishing with the end of the Cold War. Liberalism was presented as an alternative theory to other international relations theories devised to explain international political reality. This article seeks to explain the emergence and development of liberal international relations theories. It analyzes international perspectives of liberal political thinkers, including John Locke and Immanuel Kant. Their theoretical foundations and peace proposals will be critically analyzed. Woodrow Wilson tried to realize liberal ideals through League of Nations and collective security system. Critical analysis will be made of limits of Wilsonian idealism. This article will analyze integration theory and democratic peace theory which represent new theoretical trends after the failure of idealism. This article will conclude by suggesting the importance of "liberal realism" to overcome the limits of liberalism international relations theories.

국문 초록 (Abstract)

탈냉전 이후 자유주의 국제정치이론은 이론적 황금기를 맞이하고 있다. 지금까지 자유주의는 국제정치현실을 설명하기 위해 전개된 여타의 이론들과 경쟁하면서 국제정치이론 분야에서 자신의 독자적 입지를 확보하기 위해 꾸준히 노력해 왔다. 이 글은 자유주의 국제정치이론의 등장과 발전 과정을 검토하는 데 그 목적이 있다. 우선 이 글은 로크에서부터 칸트에 이르기까지 자유주의 사상가들의 국제정치관에 대해 분석할 것이다. 국제정치에서 자유주의 이념의 실현 가능성을 모색하기 위한 자유주의 이론가들의 이론적 발상과 구체적인 평화안들이 검토될 것이다. 자유주의 국제정치관을 국제연맹과 집단안전보장체제의 구축을 통해 실천했던 윌슨의 이상주의의 구체적 내용과 한계점을 분석할 것이다. 또한 이 글은 이상주의의 실패 이후 등장한 현대 자유주의 국제정치이론인 통합이론, 민주평화이론 등을 분석할 것이다. 결론적으로 이 글은 자유주의 국제정치이론이 갖는 한계점을 극복하기 위해서는 현실주의와 자유주의 이념을 동시적으로 고려하는 ‘자유주의적 현실주의’라는 복합적 패러다임이 적극 모색되어야 한다는 점을 지적할 것이다.
