2018 평창동계패럴림픽을 위한 동계패럴림픽 유산에 관한 연구 = Study on Legacies of Winter Paralympics for 2018 PyeongChang Paralympic Winter Games

The importance of paralympic legacies is stressed ahead of the 2018 PyeongChang Paralymtic Winter Games The purpose of this study is to offer basic data of Paralympic policy by analying legacies of Paralympic legacies and benchmarking past Paralympic Games. The International Paralympic Committee is depended on a roll of the International Olympic Committee in creating value of its legacy. Paralympic legacy is divided into tangible and intangible legacy. But It is difficult to confirm the fact that intangible elements such as national pride and a participation consciousness of community can be quantitatively evaluated. The impact on legacies is to minimize negative impacts and maximize their use of positive factors. The PyeongChang Paralympic Winter Games will be held in five stadiums including the Olympic plaza and It is urgently needed to preserve the legacies to create value for the Paralympic Games. The type of past Winter Paralympic legacy is identified with the positive changes of various Paralympic Movements, which is the benchmarking target for the Pyeongchang Paralympic Winter Games. The Sochi Winter Paralympic Games has brought the change of recognition and accessibility of people with disabilities in Sochi and Sochi has been recognized as a place for international exchange. Pyeongchang Paralympics Memorial Centre, Publishing a Pyeongchang Paralympics White Paper, Sustainable Paralympics Legacy Committee, Education Hall, and Paralympic Park are proposed.

국문 초록 (Abstract)

2018평창동계패럴림픽을 앞두고 패럴림픽 유산의 중요성이 강조되고 있다. 본 연구의 목적은 동계패럴림픽의 유산을 고찰하고 외국사례를 분석하여 패럴림픽 정책의 기초자료를 제공하는데 있다. 국제패럴림픽위원회는 패럴림픽 유산의 중요성을 인지하고 있으나 실질적인 유산의 가치 창출에 국제올림픽위원회의 역할에 의존하고 있다. 패럴림픽 유산은 유형과 무형으로 구분되며 도시재건, 경기장 신설 및 증축은 정량적으로 평가할 수 있으나 국가 자부심, 지역사회 참여의식 등 무형적인 요소는 실체를 확인하기가 어렵다. 또한 유산에 관한 영향은 부정적인 영향을 최소화하고 긍정적 요소로 극대화 하는데 있다. 평창동계패럴림픽대회는 5개 경기장에서 개최되며 패럴림픽 가치 창출을 위한 유산의 보존대책이 시급하다. 역대 동계패럴림픽 유산의 유형은 각종 패럴림픽 운동의 긍정적 변화와 동일시되며 이는 평창패럴림픽대회의 벤치마킹 대상이다. 소치동계패럴림픽대회는 국내적으로 장애인 인식의 전환과 접근성 강화를 가져왔으며 소치는 국제적으로 교류의 장으로서 가치를 인정받고 있다. 평창패럴림픽 기념관, 평창패럴림픽 백서 발간, 지속가능한 패럴림픽유산위원회, 교육관, 패럴림픽공원 등을 제안한다.
