지역혁신전략과 지역내 과학지식의 생산 및 유통의 변화에 관한 연구 = Study on the Change of Production and Flow of S&T Knowledge in Regional Innovation System

국문 초록 (Abstract)

본 연구에서는 지역의 혁신전략에 따른 지역혁신체제(Regional Innovation System)내 과학지식의 생산과 유통구조 변화의 시계열적 변화를 파악하고자 하였다. 구체적으로 과학기술 지식(S&T knowledge) 흐름의 대용지표인 논문의 생산 및 공동연구 등의 자료를 사용하여 강원도의 지역혁신시스템에서의 과학기술지식의 흐름과 구조적 특징을 분석하였다.
본 연구결과 강원도의 공간적으로 분산된 입지와 각 지역의 산업특성을 고려하여 추진한 삼각테크노벨리사업은 각 지역의 연구역량강화를 통한 경쟁력확보라는 1차적인 목표는 달성하고 있는 것으로 나타났으며, 삼각테크노밸리 인프라 구축과 핵심거점별 전략산업육성의 집적지 조성을 통한 지역의 혁신기반 구축에 가시적인 성과를 보이고 있었다.
그러나 2단계 목표인 춘천의 바이오산업, 원주의 의료기기산업, 강릉의 해양생물 및 신소재 산업을 입체적으로 연계한 전체적인 ？광역네트워크형？ 구축은 오히려 초기단계의 세지역의 과도한 분점으로 인해 지역간의 네트워크 구축 및 지역간의 연계를 통한 시너지 효과는 낮은 것으로 나타났으며, 오히려 세지역간의 지나친 경쟁으로 인한 부정적인 효과에 대한 우려도 있는 것으로 나타났다.

다국어 초록 (Multilingual Abstract)

This study analyzes the flow of knowledge of science and technology and its structural characteristics in Gangwon regional innovation system. In particular, this research focuses on finding out structural characteristics of production and flow of S&T knowledge with academic paper which have been produced by authors in Gangwon province.
The results of the research show that the three-angled techno valley project, which consists of Chuncheon, Wonju and Gangneung with consideration given to Gangwon Province’s spatial distributed location and each region’s industrial characteristics, appeared to fulfill the first goal of strengthening each region’s research capabilities resulting to securing competitiveness. The establishment of the three-angled techno valley infrastructure has enabled the province to achieve tangible outcomes in setting up the region’s innovation base with the support of the cluster creation for pivotal nurturing of the industry according to core strategic bases.
On the contrary, in terms of the second phase goal of the project, which is to establish a complete network consisting of a multiple link with the three regions and new material industry, it appeared that the excessive branches of the three regions at the earlier stage had caused an insignificant synergy effect in the network establishment and links among the regions.
