최근 서울시의 도시정비형 재개발사업에서는 공공의 계획 및 시행 개입이 점차 확대되고 있으며, 이에 따라 공공성과 사업성의 균형 확보가 핵심 과제로 부상하고 있다. 공공개입은 도시 환경의 질적 향상 과 지속가능성 확보를 위한 정책적 수단으로 도입되었지만, 그 영향이 실제 개발계획과 도시공간 구조에 어떻게 반영되는지에 대한 실증적 검토는 아직 부족한 실정이다.
이에 본 연구는 서울 양동구역 재정비사업을 사례로, 도시계획 인허가 과정에서 공공개입이 공공성 계획 요소 간 변화에 어떠한 인과 구조를 형성하며, 결과적으로 물리적 공간 구성에 어떤 영향을 미치는지를 분석하였다. 연구 방법으로는 선행 연구 검토를 통해 공공성 계획 요소를 도출하고, 초기 민간 계획 수립 단계부터 시구합동보고회 단계, 도시계획위원회 단계, 정비사업 통합심의위원회 단계 등 단계별 심의 과정 및 협의부서, 행정 관계자, 전문위원회 등 주체별 판단 기준을 중심으로 계획안의 변화 과정을 개요, 도면, 심의 자료 등을 통해 비교·분석하였다.
도시계획 인허가 과정에서 각 단계와 주체들이 계획 요소에 미치는 영향을 분석한 결과, 단계별로는 경관계획, 개방형 녹지, 역사문화보전 등이 핵심 요인으로 작용하며, 이들 결정이 궁극적으로 건축계획 등 물리적 요소에 집중되는 하향식 구조임을 밝혔다. 또한 협의부서, 행정 관계자, 전문위원회는 각기 다른 방식으로 계획에 개입하며, 건축계획은 모든 주체에게 공통으로 영향을 받는 핵심 조정 대상임을 확인하였다. 개방형 녹지와 역사문화보전의 반복적 중요성은 공공성과 역사적 가치에 대한 공통된 관심을 보여주며, 향후 인허가 절차의 효율성을 위해 주체 간 역할 정립과 협력 체계 구축이 필요함을 시사 한다.
또한, 공공개입은 도시경관 개선, 보행환경 정비, 공공시설 확보 등 공공성 증진에 기여하였지만, 그 과정에서 일부 사업 규모가 축소 되었고, 힐튼 헤리티지 로비의 보존보다는 개방형 녹지의 활용을 중심으로 계획이 조정되는 등 민간사업자와 설계자의 자율성이 일정 부분 제한되었다. 이는 공공이 단순한 승인 주체를 넘어, 계획 방향과 공간 구성에 실질적 조정자 역할을 수행하고 있음을 보여준다.
본 연구는 도시계획 과정에서 공공성과 민간 자율성 간 균형을 모 색하기 위한 제도 설계와 공공개입의 방향성 논의에 실질적인 기초자료로 활용될 수 있을 것이다.

In recent urban redevelopment projects in Seoul, public intervention in both planning and implementation stages has been steadily increasing. Consequently, achieving a balance between public interest and project viability has emerged as a key issue. Although public intervention has been introduced as a policy tool to improve the quality of the urban environment and ensure sustainability, there remains a lack of empirical studies examining how such interventions are reflected in actual development plans and urban spatial structures.
This study investigates the case of the Yang-dong District redevelopment project in Seoul, aiming to analyze how public intervention influences the causal relationships among planning elements during the urban planning approval process, and how it ultimately affects the physical configuration of urban space. The research identifies key public-oriented planning elements through a review of prior studies and examines changes in planning proposals across various stages — from initial private planning, to joint review meetings by city and district officials, to the Urban Planning Committee, and finally the Integrated Review Committee for Redevelopment Projects. Using planning outlines, drawings, and deliberation documents, the study compares and analyzes the decision-making criteria of different actors, including administrative departments, mayors, and expert committees.
The analysis reveals that during the planning approval process, elements such as landscape, open green spaces, and historical-cultural preservation emerge as key factors, and decisions regarding these elements tend to follow a top-down structure that ultimately converges on architectural planning. Furthermore, each actor intervenes in different ways, with architectural plans serving as a central target of coordination across all stakeholders. The recurring emphasis on open spaces and historical preservation reflects a shared concern for public interest and environmental value. These findings suggest the need for clear role definitions and cooperative frameworks among stakeholders to enhance procedural efficiency.
While public intervention has contributed to improving urban landscapes, pedestrian environments, and securing public facilities, it has also led to reductions in project scale and adjustments in design intentions — such as shifting the preservation plan for the historic Hilton Heritage Lobby towards openness and utility rather than strict conservation. This indicates that the public sector functions not merely as an approving authority but as a substantial coordinator influencing planning directions and spatial configurations.
This study provides foundational insights for institutional design and future discourse on the direction of public intervention, with the aim of balancing public interest and private sector autonomy within the urban planning process.
