미행정부의 북핵정책에 있어 변화와 연속성: 북미관계의 딜레마

국문 초록 (Abstract)

본 연구는 미행정부의 대북핵정책을 분석하고 있다. 미행정부의 북한 핵문제에 대한 대응은 북한 핵폐기의 열쇠이다. 왜냐하면 북한핵개발이 미국의 대북적대시 정책에서 시작하고 있기 때문이다. 이를 통해 북한 체제의 유지 동력을 보장받으려는 북한의 전략이 핵개발이다. 따라서 북미관계는 북핵문제해결의 실마리를 제공할 수 있다. 그 동안 북핵문제는 미행정부의 미국적 가치로는 받아들일 수 없는 사항이다. 그러나 북한 핵문제가 지닌 성격이 동북아 안보불안을 야기하는 요인이기에 이를 해결에 적극적으로 국제사회가 임해야 한다. 결과적으로 북핵문제해결을 위해서는 북미간 신뢰와 관련국들의 적극적인 개입의지만이 평화적 해결로 귀결시킬 수 있을 것이다.

다국어 초록 (Multilingual Abstract)

This study analyses American policy of North Korean nuclear problem. In principle, the administration of the United States of America wants to persuade North Koreans regime to discard its nuclear weapons. North Korea began their development of nuclear warhead as a way to confront American policy against the regime. In this way, they force the USA to guarantee their regime's power of maintenance. Therefore, the relationship between the USA and North Korea can provide a solution for the North Korean nuclear problem. Up to the present, the North Korean nuclear problem can't be accepted by the administration of the USA. But, as the nuclear issue is a cause of Northeastern Asian security dilemma, international society should face it and try to find out a way to solve it. Finally, trust between the USA and North Korea, and a positive engagement of nations concerned with the North Korean nuclear issue will bring a peaceful solution of the nuclear problem.
