본 연구는 몽골 일반교육학교 교사들의 교직 이탈 의도를 심층적으로 이해하고, 교직 이탈 의도가 형성되는 과정과 그 배경 요인을 교직 경력의 축적 과정을 중심으로 탐색함으로써 몽골 교육인적자원행정 및 교직 정책 개선을 위한 시사점을 도출하는 데 목적이 있다. 이를 위해 본 연구는 다음과 같은 연구문제를 설정하였다. 첫째, 몽골 교사들이 교직 이탈 의도를 형성하게 되는 주요 요인은 무엇인가? 둘째, 교사의 교직 이탈 의도는 교직 경력 단계에 따라 어떠한 특성을 보이는가? 셋째, 교직 이탈 의도를 가지고 있음에도 불구하고 교사들이 실제로 교직에 잔류하는 이유는 무엇인가?
본 연구는 도시 및 농촌 지역의 종합교육학교에 근무하며 교직 이탈 의도 또는 이탈을 고려한 경험이 있는 몽골 교사 12 명을 대상으로 반구조화된 심층면담을 실시하였다. 수집된 자료는 Braun 과 Clarke(2006)가 제시한 주제분석(thematic analysis) 절차에 따라 분석하였으며, 분석의 이론적 틀로는 사회적 교환이론(Social Exchange Theory)과 직무배태성(Job Embeddedness) 개념을 활용하여 교직 이탈 의도와 잔류 경험을 구조적으로 해석하였다.
연구 결과, 몽골 교사들의 교직 이탈 의도는 단일 요인에 의해 발생하기보다 개인적 요인, 조직 구조적 요인, 직무 내용적 요인, 조직 환경적 요인이 상호작용하며 교직 수행 경험이 누적되는 과정 속에서 점진적으로 형성되는 과정적 현상으로 나타났다. 개인적 차원에서는 전문성 발전의 한계, 일–가정 간 불균형, 건강 문제 등이 주요 요인으로 확인되었다. 조직 구조적 차원에서는 낮은 보수 수준과 불합리한 보상 체계, 공정하지 못한 평가와 과도한 요구, 지원이 부족한 관리자 리더십이 교직 이탈 의도를 강화하였다. 직무 내용적 차원에서는 과중한 문서 행정, 상위 기관의 일방적이고 반복적인 업무 지시, 중복된 행정 시스템, 특정 교사 집단에 집중되는 부가 업무가 교사의 소진을 심화시키고 있었다. 조직 환경적 차원에서는 동료 간 불신과 경쟁, 학부모의 과도한 요구와 의존, 교직에 대한 낮은 사회적 인식이 이탈 의도를 증폭시키는 요인으로 작용하였다.
교직 경력 단계에 따라 교직 이탈 의도의 성격은 뚜렷한 차이를 보였다. 교직 초기 단계의 교사들은 조직 적응 과정에서 기대와 현실 간 괴리를 경험하며 비교적 탐색적이고 유보적인 이탈 의도를 형성하였다. 중경력 단계의 교사들은 업무 부담의 고착화, 성장 정체, 생활 책임 증가와 맞물려 구조적 문제에 기반한 현실적인 이탈 고민을 경험하고 있었다. 반면, 고경력 단계의 교사들은 장기간 누적된 불공정 경험과 조직문화 피로로 인해 정서적 이탈이 심화된 상태였으며, 연금 제도와 안정적 소득, 지역사회와의 관계 등으로 인해 교직에 잔류하는 경향을 보였다. 한편, 교사들이 높은 수준의 교직 이탈 의도를 가지고 있음에도 실제로 교직을 떠나지 않는 이유로는 학생과의 정서적 유대, 교육 성취에서 얻는 직업적 보람, 학생과 학부모에 대한 도덕적 책임감, 안정적인 소득과 연금 제도와 같은 경제적·제도적 제약 요인이 복합적으로 작용하고 있었다. 이는 교사들의 잔류가 자발적 선택이라기보다 정서적·도덕적·경제적 요인에 의해 유지되는 ‘불가피한 잔류(forced retention)’의 성격을 지닌다는 점을 시사한다.
이러한 결과는 사회적 교환이론의 관점에서 볼 때, 교사들이 조직에 제공하는 노력과 헌신에 비해 기대하는 보상과 인정이 충분히 제공되지 않을 경우 교사–조직 간 교환관계의 불균형이 심화되며 이탈 의도가 강화됨을 보여준다. 동시에 직무배태성 관점에서는 학생, 동료, 지역사회와의 관계적 연결과 이탈 시 감수해야 할 비용이 교사의 잔류를 가능하게 하는 한편, 이탈 의도를 장기화시키는 조건으로 작동하고 있음을 확인하였다.
이상의 연구 결과를 바탕으로 본 연구는 몽골의 교직 정책이 교사의 교직 경력 단계와 지역적 맥락을 고려한 차별화된 지원 체계를 구축할 필요가 있음을 제언한다. 구체적으로는 보수 및 수당 체계의 현실화, 중복 행정 업무의 축소, 초기·중경력 교사를 위한 지원 강화, 공정한 업무 배분 기준 마련, 관리자 리더십 역량 제고, 학부모–교사 간 역할 경계의 제도화, 교직의 사회적 위상 회복을 위한 정책적 노력이 요구된다. 또한 후속 연구에서는 학교급별 교직 이탈 의도의 차이, 교사의 잔류 상태가 학생과 학교 조직에 미치는 영향, 몽골 사회에서 교사의 사회적 위치 변화 등을 보다 확장된 관점에서 탐색할 필요가 있다.

This study aims to provide an in-depth understanding of teachers’
turnover intention in Mongolian general education schools by
examining the processes through which such intentions are formed
and the contextual factors underlying them, with a particular focus on
career-stage differences. By doing so, the study seeks to derive
policy implications for improving educational human resource
administration in Mongolia. To this end, the study addresses the
following research questions: (1) What are the key factors
contributing to teachers’ turnover intention in Mongolia? (2) How
does turnover intention differ according to teachers’ career stages?
(3) Why do teachers remain in the profession despite having turnover
intentions?
The study employed semi-structured in-depth interviews with 12
Mongolian teachers working in general education schools across
urban and rural areas, all of whom had experienced turnover
intention or considered leaving the teaching profession. The
collected data were analyzed using thematic analysis following the
procedures proposed by Braun and Clarke (2006). Social Exchange
Theory (SET) and Job Embeddedness theory were adopted as the
theoretical frameworks to interpret teachers’ turnover intention and
retention in a structural and relational manner.
The findings indicate that teachers’ turnover intention is not driven
by a single factor but emerges as a processual phenomenon shaped
by the interaction of personal, organizational-structural, job-related,
and organizational-environmental factors over time. At the personal
level, limited opportunities for professional development, work–
family imbalance, and health-related issues contributed to turnover
intention. At the organizational-structural level, low salaries,
inequitable reward systems, unfair evaluation practices, and
authoritarian or unsupportive leadership intensified teachers’
dissatisfaction. Job-related factors included excessive paperwork,
redundant administrative tasks, top-down task assignments from
higher authorities, and the concentration of additional duties on
specific groups of teachers. At the organizational-environmental
level, distrust and competition among colleagues, excessive parental
demands, and the declining social status of the teaching profession
further exacerbated teachers’ emotional exhaustion and turnover
intention.
Distinct patterns of turnover intention emerged across career
stages. Early-career teachers tended to develop tentative and
exploratory turnover intentions as they encountered a mismatch
between initial expectations and organizational realities. Mid-career
teachers experienced more concrete and structural turnover
considerations due to accumulated workload, stagnation in
professional growth, and increasing life responsibilities. In contrast,
late-career teachers exhibited deeply internalized emotional
withdrawal resulting from long-term exposure to organizational
injustice and cultural fatigue, while remaining in the profession
primarily due to pension systems, income stability, and community
ties.
Despite high levels of turnover intention, many teachers remained
in the profession due to emotional attachment to students, intrinsic
rewards derived from students’ academic growth, moral
responsibility toward students and parents, and economic and
institutional constraints such as stable income and pension eligibility.
These findings suggest that teachers’ retention often reflects “forced
retention” rather than voluntary commitment.
From a Social Exchange Theory perspective, the results
demonstrate that perceived imbalance between teachers’
contributions and organizational returns undermines trust and
commitment, thereby strengthening turnover intention. From a Job
Embeddedness perspective, relational ties, value congruence with
the teaching profession, and the perceived costs of leaving
simultaneously function as retention mechanisms and as factors that
prolong turnover intention without actual exit.
Based on these findings, the study argues for the necessity of
career-stage- and context-sensitive teacher support policies in
Mongolia. Policy recommendations include improving salary and
allowance systems, reducing redundant administrative tasks,
strengthening support for early- and mid-career teachers,
establishing fair workload allocation standards, enhancing school
leadership capacity, clarifying teacher–parent role boundaries, and
restoring the social status of the teaching profession. Future
research should further explore school-level differences, the impact
of teachers’ turnover intention on students, and changes in teachers’
social positioning within Mongolian society.
