평일과 주말의 가두방범 CCTV 범죄예방효과에 관한 연구 = CRIME PREVENTION EFFECTS OF CLOSED CIRCUIT TELEVISION DURING WEEKDAY AND WEEKEND

The installation of open-street Closed Circuit Televisions (CCTVs) have been rapidly spread throughout the world since they were implemented in the United Kingdom in 1990s. Also, various studies on the effectiveness of open-street CCTVs have been conducted and most of them were about crime prevention effects of open-street CCTVs. Thanks to the various studies, deep knowledge about crime prevention effects of open-street CCTVs was accumulated. However, researchers have not studied crime prevention effects of open-street CCTVs during weekdays and weekends which is an important topic for the studies on open-street CCTVs. This study examined and compared the effects of the crime prevention during weekdays and weekends to fill this gap. For the current study, nine open-street CCTV installation areas were selected in Chuncheon City, South Korea. In addition, the crime data from 2006 to 2009 were collected and analyzed for each target area and control area. In addition, multiple regression was conducted for statistical analysis. Data analyses disclosed that open-street CCTVs showed statistically significant effects on the reduction of crime during weekdays, but not during weekends. This finding suggests a policy implication that, in order to raise the effectiveness, an open-street CCTV should be located where more crime occurs during the weekdays than in the places experiencing more crime during the weekends

국문 초록 (Abstract)

방범용 CCTV는 1990년대 영국에서 처음 설치된 이래 전 세계적으로 빠르게 확산되고 있다. 더불어, 방범용 CCTV의 효과에 관한 다양한 연구가 진행되었으며, 그중 대부분은 범죄예방효과에 관한 것이었다. 이러한 연구들로 인해 방범용 CCTV의 범죄예방효과가 어떠한지에 대해 많은 지식을 쌓았지만, 아직까지 중요한 연구주제의 하나인 주중과 주말의 방범용 CCTV의 범죄예방효과에 대해서는 연구는 거의 진행되지 않았다.
본 연구는 이러한 간극을 메우고자 주중과 주말의 방범용 CCTV의 범죄예방효과를 검사하고 이를 비교하였다. 이를 위해, 춘천 지역의 9개 방범용 CCTV 설치 장소가 선정되었으며, 해당 장소의 목표구역(CCTV의 영향을 받는 구역)과 통제구역(CCTV의 영향을 받지 않는 구역)에서 2006년부터 2009년까지 발생한 범죄데이터가 수집되었다. 또한, 수집된 데이터의 통계처리를 위해 다중회귀분석이 사용되었다. 데이터 분석결과, 방범용 CCTV는 전체범죄와 주중범죄에 대해 범죄예방효과를 보였다. 그러나 주말범죄에 대해서는 범죄예방효과를 보이지 않았다. 본 연구결과는 범죄예방효과를 높이기 위해 방범용 CCTV가 주말에 더 많은 범죄가 발생하는 장소보다는 주중에 더 많은 범죄가 발생하는 장소에 설치되어야 한다는 것을 암시한다.
