This research has main questions: what kind of prevailed determinants of the social welfare policy between authoritative government and democratic government of Korea. This research has analyzed co-relation and multiple regressions. For this analysis, dependent variables are used as the social welfare budget of Korean central government and welfare expenditure. Independent variables are also used as GNI, unemployment rate, the industrialization rate, the seat ratio of the ruling party, defense expenditure, labor dispute, and year had election or not. This study examines to sort out the difference between the determinants of welfare policy of an authoritative government and a democratic government. Under authoritarianism, GNI, the industrialization rate, and unemployment rate were highly related to the dependent variables through co-relation analysis. But the labor dispute was not directly related, and also the political factors did not have any great effect on the welfare policy. Only the GNI had affected the dependent variables with multiple regressions. Particularly, labor power had little impact on the welfare policy, and it was not the important factor due to its indefinable relations with political power. Under democracy, the industrialization rate, Gini, the defense expenditure, and the labor power were related to the dependant variable through co-relation analysis. The defense expenditure and the labor dispute were in a strong causation, and in the election year, there was a very little relations with the welfare expenditure. It is estimated that political, social and economic factors are mixed into welfare policy in Korea. Particularly, Gini and the labor dispute really had great impact on determinants of welfare policy in democratic regime.
