한국 아동·청소년 인권실태 연구Ⅲ

국문 초록 (Abstract)

이 연구는 아동 · 청소년 인권지표에 따라 아동 · 청소년 인권실태를 반복 횡단조사하여, 아동 · 청소년 인권의 실태와 변화양상을 파악할 수 있는 시계열적 자료를 축적하기 위한 것이다. 이를 통해 아동 · 청소년 인권 실태를 종합적 · 체계적으로 모니터링하고 아동 · 청소년 인권정책 수립의 기초자료를 제공하고자 하였다. ‘아동 · 청소년인권실태조사’ 결과는 국가승인통계 제40201호로 매년 생산?공표되고 있다.
2013년도에는 기존에 인권영역을 나누어 격년 조사하던 조사체계를 개선하여 한 해에 종합적인 인권실태조사를 실시하는 틀을 마련하고 인권지표체계와 조사도구를 보완하였다. 아동 · 청소년 인권지표체계는 ‘인권일반 및 일반원칙(9개)’, ‘시민적 권리와 자유(27개)’, ‘가정환경과 대안양육 (17개)’, ‘장애 · 기초적 보건과 복지(37개)’, ‘교육 · 여가 및 문화적 활동(25개)’, ‘특별보호조치(15개)’ 등 6개 대분류 영역에 총 130개 지표항목으로 구성되어 있다.
2013년도 조사대상은 초등학교 4학년부터 고등학교 3학년까지 총 9,521명이며, 아동 · 청소년 인권실태와 환경의 종합적 파악을 위해 설문조사 결과와 함께 정부부처의 행정통계와 타분야의 관련 통계를 보완적으로 분석 · 활용하였다.
연구결과물은 ‘기본보고서’, ‘데이터분석보고서’, ‘통계집’ 등 총 3권으로 구성된다. 기본보고서인 ‘한국 아동 · 청소년 인권실태 연구Ⅲ’에서는 인권지표체계에 따라 인권실태를 분석하였고, ‘데이터분석보고서’는 인권 주제의 소논문을 발간한 것으로, 인권데이터의 사회적 확산과 학술적 활용도 제고를 위해 올해 새롭게 시도하였다. 통계집인 ‘2013 한국 아동 · 청소년 인권실태조사 통계’는 국가승인통계 이용자를 위해 국가통계포털시스템(KOSIS)에 등록할 조사결과표를 수록한 것이다.
마지막으로 인권실태 분석 결과에 따라 6개 대분류 영역별로 정책제언을 제시하였으며, 우선 추진 인권정책과제 17개를 선정하여 세부 추진 방안을 제시하였다.

다국어 초록 (Multilingual Abstract)

This study aims to repeatedly conduct cross sectional surveys of the child and youth rights based on child and youth right indicators, thereby building up time-series data to understand the status of and changes in the child and youth rights. In doing so, the study is intended to monitor the status of the child and youth rights in a comprehensive and systemic manner and provide basic data to help establish policies on the child and youth rights. The results of the survey on the current status of Korean childrens and youths rights have been produced and published every year as National Statistics No. 40201.
The 2013 study has improved the survey system, which conducted biannual surveys of different aspects of human rights, to establish a framework to conduct holistic human right surveys and supplement the human right indicator system and survey tools. The child and youth rights indicator system included 130 indicators in six categories: Overall Human Rights and General Principles (9); Civil Rights and Freedom (27); Family Environment and Alternative Care (17); Disability, Basic Health and Welfare (37); Education, Leisure, and Cultural Activities (25); and Special Protection Measures (15).
The 2013 subjects included 9,521 children and youths covering from the fourth grade in elementary school to the third grade in high school. To have a holistic understanding of the current status and conditions of the child and youth rights, this study analyzed and used administrative statistics from government agencies and relevant statistics from different fields to complement the result of the survey.
This study consists of three reports: a basic report, data analysis report, and a statistics. The basic report, The Study on the current status of Korean childrens and youths rights Ⅲ, has analyzed the current status of the child and youth rights according to the human rights indicator system. The data analysis report, which is newly published this year, are compilations of papers on human rights and aim to disperse human right data across the society and improve their academic use. The statistics, The 2013 Statistics of the Survey on Rights of Children and Youths, contains the statistic tables to be registered to the national statistics portal, KOSIS for the users of national statistics.
Lastly, this study has suggested policy recommendations in each of the six categories according to the results of the analysis of the child and youth rights, selected 17 priority areas for human right policies and presented detailed action plans.
