글로벌화 시대의 교육 과제 - 일본교육의 비판적 검토를 통한 제안 = Globalization and Education in Korea : A Critical Comparison with Japan

국문 초록 (Abstract)

  1990년대 이후 경제적 자유주의와 맞물려 급격히 진행되고 있는 글로벌화는 이전의 국내적 가치 중심의 교육과는 다른 새로운 교육의 내용을 요구하고 있다. 특히 현대의 글로벌화가 지식과 정보의 혁신을 토대로 이루어지고 있다는 점에서 교육과 글로벌화는 밀접한 관계를 맺고 있다. 이 논문은 글로벌화를 교육의 차원에서 공정한 협력의 세계적 확장으로 이해하고, 우리 사회의 미래 세대에 적합한 교육내용을 한국과 유사한 교육체계 및 사회적 환경을 가지고 있는 일본의 글로벌화와 관련된 교육내용을 비판적으로 검토하여 다음 네 가지 과제를 제시한다. 첫째, 상호문화이해의 증진과 교육시장 개방의 대비를 위해 우리사회 구성원의 정체성 확립에 적합한 교육제도의 도입. 둘째, 국내적·세계적시민의 동일한 자질의 토대로서 민주적 협력학습 강화. 셋째, 정보기술 발전과 더불어 정보를 판단하는 능력을 향상시키는 논리적 사고능력의 배양과 정보의 습득과 활용이 사회 및 문화와 서로 상호교류의 차원에서 실천되는 교육과정. 넷째, 영어 및 외국어 교육과정을 개편하되 언어가 정체성에 미치는 영향을 고려하는 정책의 수립이다. 이런 글로벌 시대의 교육내용은 교육시장 개방에 적절하게 대처한 일본 및 싱가포르 등 다른 국가의 사례에서 배울 수 있듯이 정부의 공교육에 대한 세심한 배려 아래 실행되는 것이 바람직하다.

다국어 초록 (Multilingual Abstract)

  The primary purpose of this paper is to explicate what constitutes the issues of the new education of Korea to adapt for the contemporary globalization. Facing the rapid expansion of globalization, Korean society is required to establish an innovative education policies to lead its future generation to be a cooperative members of both domestic and international societies. Understanding the globalization as an expression of the corporative rule of the world, this paper suggests the following four points for its educational reform by the critical comparison of Korea with Japan that has similar educational system and environment. First, it is necessary to generate a reflexive identity of our future generation to harmonize two ambivalent identities such as Korean and world citizens. Second is to create apparent educational principles to generate democratic citizens who can cooperate with other citizens and international actors. Third is to enhance the capacity of logical thinking of our future generation for appropriate interpretation of overflowing information in the interaction with social and cultural values. Fourth is to strengthen language fluency of our future generation in the relation to the creation of reflexive identity and the improvement of a capacity to acquire qualified information. As we can learn from the successful cases, such as Japan and Singapore, in controling their public educational system under the state of opening educational markets, the reform policies should be directed to the way of strengthening the public education by the Korean government.
