In this study, a new process to encourage active citizen participation is proposed for next newtown planning process by analyzing the result of the citizen participation during the master planning process of the Multi-functional Administrative City(MAC). The master plan for MAC was mainly designed by expert group, while the citizen participation was engaged in each step of the process such as, for example, the information acquisition and analysis process based on research survey with targeting a citizen group, the open seminars for 15 individual fields of plans during the proposal report process, and the public hearings during the decision process, which made remarkable difference with other previous plans. However, the review process to answer the questions about who, what, where, how, when to conduct the citizen participation was missed. Therefore, like MAC, a newtown in a remote area need special citizen participation plan dealing with the essential issue like how to define the citizen and which to identify the citizen with a subject or a control object.
