정책대상집단의 정책불응이 정책변동에 미치는 영향과 정책성과와의 관계 = The Correlation of Noncompliance of Policy Target Groups on the Direction of the Policy and the Outcome: Focus on the Case of Information Network Village(INVIL) Project

국문 초록 (Abstract)

본 연구는 정보화마을사업 사례를 통해 정책대상집단의 정책불응이 정책의 방향성을 변동시켜 궁극적으로 정책성과를 높이고 있음을 확인하는 것을 목적으로 추진되었다. 분석결과 정책집행주체인 정부는 정보격차해소를 핵심으로 사업을 추진하였으나, 정책대상집단인 마을은 소득창출에 보다 많은 관심을 집중하게 되면서 정부의 정책적 방향성에 대응하게 되고, 그 결과 정보격차해소에서 지역경쟁력강화로 사업방향성이 변동되게 되면서 오히려 성과가 더욱 향상되는 결과를 가져오게 되었다는 점을 검정하였다. 이를 통해 정책대상집단이 정책에 불응할 경우 정책집행은 실패하게 되고 정책은 기대했던 성과를 거둘 수 없다는 견해와는 달리 정책의 성공적 추진을 도모할 수 있다는 사실을 확인하였다. 즉, 불응이 정책집행의 실패가 아닌 성공의 또 다른 의미가 될 수 있음을 확인하였다는 데 본 연구의 의의가 있다.

다국어 초록 (Multilingual Abstract)

Using the case of network village project, this research organized to assure that the noncompliance of target leads to change the direction of project, which brings the remarkable outcome of the policy. To that extent, the government, main enforcement body, implements the project to narrow the information gap between regional areas. However the main actor put its emphasis on income generation rather than the project and the residents start to noncompliance to the project. This leads the direction of project from narrowing the information gap to the improving the competitiveness of regional area. Paradoxically, the outcome has been more improved. Unlike the opinion that the noncompliance of policy would bring the failure of policy and low achievement of goal, the example showed completely different results-noncompliance could be one of key factor of success, and this shows the significance of this research.
