택지개발사업에 따른 사전환경성검토의 미기후환경평가기법개선에 관한 연구 = A study on improvement of micro-climate environment evaluation techniques in a prior environmental review for a residential development project

국문 초록 (Abstract)

본 연구의 목적은 택지개발사업에 따른 사전환경성검토에 있어서 쾌적한 주거환경조성과 관련된 미기후환경분야를 보다 과학적으로 사전에 예측평가하기 위한 기법에 대해 검토하여 계획에 반영될 수 있도록 하기 위한 기초자료를 제시하는 것이다.
본 연구의 방법은 문헌연구와 사례연구로 구성되어있다. 문헌연구에서는 택지개발사업의 개념과 특성에 대해 고찰하고, 택지개발사업에 따른 사전환경성검토내용에 대해서 정리하였다. 사례연구에서는 택지개발사업에 따른 사전환경성검토를 실시한 자료를 분석하여 미기후환경요소에 대한 평가기법을 개선할 수 있는 방안을 제시하고자하였다. 특히 사례연구에서는 미기후환경분석 프로그램인 KLAM_21을 활용하여 사례대상지에 대한 시뮬레이션을 실시하여 미기후환경요소의 변화과정을 검토하였다. 연구결과를 정리하면 다음과 같다.
첫째, 찬공기 높이 및 유동범위에 대한 시뮬레이션에서는 국사봉과 하천봉의 산자락을 중심으로 하송천과 연계되어 형성된 녹지축이 찬공기 유동범위를 주변의 도심지역으로 확산시켜주는 역할을 하고 있는 것으로 확인하였다. 둘째, 찬공기 유속 및 유동방향에 대한 시뮬레이션에서는 국사봉과 하천봉에서 생성되는 찬공기가 계곡 아래로 원활하게 이동되는 현상을 확인할 수 있다.
향후 이러한 미기후환경평가기법에 관한 사항은 사전환경성검토와 환경영향평가 등에 필수적인 검토요건으로 다루어져야 할 것이며, 이의 도입을 위한 정책적 장치가 검토되어야 할 것으로 사료된다.

다국어 초록 (Multilingual Abstract)

The objectives of the present study are evaluating techniques which previously assess the micro-climate environment filed for comfortable housing environment establishment as a prior environmental review process for a residential development project, and, presenting basic data containing the result so that it can be used for actual schemes.
The methods used for the present research were document examination and case research. Through document examination, the concept and properties of residential development projects, and prior environmental review contents for residential development projects were addressed. Through case research, data regarding a prior environmental review for a residential development project was analyzed so that schemes to improve evaluation techniques for micro-climate environment factors could be presented. Particularly in the case research, KLAM_21, a micro-climate environment analyzing program, was used to execute a simulation for a case venue and the change process of micro-climate environment factors were examined. The research results were as below.
Firstly, in the simulation for the height of the cool air and the diffusion range, it was confirmed that the green network formed mainly at the mountain chains of Guksabong and Hacheonbong in connection with Hasongcheon extended the diffusion range of the cool air to the surrounding urban area.
Secondly, in the simulation of the speed of the cool air and the diffusion direction, the cool air created at Guksabong and Hacheonbong smoothly moved to the lower area than the valley.
In the future, such matters regarding micro-climate environment evaluation techniques should be addressed as mandatory examination requirements in prior environmental reviews, environmental effect evaluation, and so on, and, to introduce it, a proper policy should be considered to be made.
