정부 의제에 갇힌 KBS = 공정성 위기의 원인

국문 초록 (Abstract)

현실에 대한 냉철한 비판, 내용과 깊이가 있는 분석을 KBS 뉴스와 시사프로그램에서 만나기 어려워졌다. 사회 현안을 가감없이 드러내고 모든 형태의 권력을 감시하겠다고 KBS는 공언해 왔지만 실제는 그렇지 못하다. 오히려 정권과 궤를 같이하며 정권의 의제와 관점을 따라 대중에게 전파하는 정권을 위한 프로파간다 기관이 되어가고 있다. 이 연구는 지난 1년 KBS의 편성 프로그램과 보도 내용을 살펴 KBS의 정권 편향성 정도를 가늠하려고 했다. 현 정부 출범이 후 두드러지고 있는 KBS의 정권 편향이 어디에서 기인한 것인지도 함께 살펴보았다.

다국어 초록 (Multilingual Abstract)

This study centers on the bias toward political power of the KBS. It attempts to explore the performance of KBS in terms of programming and coverage of the government agenda. As the programming and coverage of G20 summits shows, KBS serves and propagandizes on behalf of the current political power. KBS is effective and powerful ideological institution which carries out a government-supportive function by reliance on government sources, self-censorship, internalized assumptions and so on as the propaganda model would assume. The propaganda model, advanced Edward Herman and Noam Chomsky, anticipates the media support the state perspective and agenda.
It fits well the KBS’s treatment of government agenda. KBS is not as independent, vigilant, and defiant of authority as it alleges. KBS’s adherence to government agenda with little dissent is likely to influence public opinion in the desired direction of the government.
