사회적 기업에 대한 성과평가 지표의 개발 및 적용 = A study on the performance evaluation of social enterprises

다국어 초록 (Multilingual Abstract)

This article aims to develop the criteria and indices of performance evaluation on social enterprises and to explore the ways of applying them to the practice of Korean social enterprises. For the aims this article, at first, debated the contrasting views on the concept and attributes of social enterprises.
In the next part this article developed the criteria and indices of performance evaluation for social enterprises, from the diverse viewpoints of objectives, missions, activities, outputs and clients of social enterprises. Also, this article explored the alternatives to apply these criteria and indices to the real world of evaluating the performance of Korean social enterprises. Finally, this article debated on how to combine the results of performance evaluation on social enterprises with the government's administrative and financial subsides.

국문 초록 (Abstract)

본 논문은 사회적 기업의 성과평가 기준 및 지표를 개발하고, 이를 현실의 사회적 기업의 성과평가에 적용할 수 있는 방안을 모색하려는 것이다. 이를 위하여 우선 사회적 기업의 개념 및 특성을 고찰하였다. 그리고 다양한 선행연구들을 참조하여 사회적 기업의 성과를 목적과 임무, 활동, 산출, 종업원, 고객 등 다양한 관점에서 평가할 수 있는 기준 및 지표를 개발하였다. 여기서 평가기준 및 지표는 사회적 기업의 특성을 반영할 수 있도록 경제적 가치와 사회적 가치가 적절하게 조화될 수 있도록 하였다. 다음에는 이러한 평가기준 및 지표를 평가용도 및 주체, 사회적 기업의 규모 및 특성 등을 반영하여 선별적으로 적용할 수 있는 방안을 제시하였다. 마지막으로는 사회적 기업에 대한 평가결과를 정부의 행정적‧재정적 지원방안과 연계할 수 있는 방안을 제언하였다.
