사회양극화 시대, 농촌의 가족문제와 정책방향 = Family Problems of the Rural Society and Policy Recommendations in an Age of Social Polarization

국문 초록 (Abstract)

  이 논문은 사회양극화 때문에 점차 심화되고 있는 농민의 가족문제 실태와 특성을 분석한 것이다. 논의 결과 다음 네 가지 사실을 알 수 있었다. 첫째, 우리 농가는 산업화라는 외부 충격에 의해 일시에 해체된 것이 아니라, 국가와 자본의 농업지배 과정에서 ‘생산체계의 붕괴, 농가경제의 궁핍, 소유자원을 총 동원하는 생계유지 전략, 가족 재생산체계의 약화’ 순으로 서서히 해체되고 있다. 둘째, 생산체계가 붕괴되어 농가 빈곤이 심화되고 있으며, 인구고령화 때문에 사회부양력이 약화되고 있다. 셋째, 농민의 가족문제는 농가의 가구구성과 관계의 해체, 여성의 과중한 농업노동과 부앙부담, 자녀의 불균형 사회화 등으로 요약할 수 있었다. 넷째, 농가는 복지의 사각지대에 놓여 있었으며, 정부 대책도 계획 차원에 머무르고 있었다. 결과적으로 다양한 문제에 노출되어 있는 노인, 여성, 청소년 등을 대상으로 하는 분야별 복지접근과 더불어 농가를 단위로 포괄적이고 통합적인 복지서비스를 제공할 수 있는 농촌형 복지체제의 구상이 시급하다.

다국어 초록 (Multilingual Abstract)

  The paper aims to analyse family problems of peasant households which are getting worse by the influences of social polarization Findings of the paper can be summarized as follows. First, the collapse of peasant households in Korea was not abrupt resulting from external sudden impacts of industrialization, but gradual, getting through each one of the following consecutive phases at a time : the collapse of production system, impoverishment of peasant households, subsistence strategies exhausting all kinds of owned resources, and finally the weakening of family reproduction system Secondly, the poverty of peasant households are getting severe as a result of the collapse of production system, while at the same time the capacities of social support being undermined by the rapid increase in the number of aged people. Thirdly, the fraying of household structures and relationships, the excessive amounts of agricultural labor and care work imposed on women, and the unbalanced socialization of children can be characterized as the core ingredients of the family problems of the peasant in Korea. Fourth, peasant households have not been focused upon by any welfare policies, neither been given adequate attentions from the government except but superficial plans. Therefore, badly needed is a peasant-oriented welfare system in which not only fine-tuned welfare programs targeted respectively for the aged, women, and the youth(each having its own problems) but also comprehensive and integrative household-based welfare services can be provided.
