미국의 저소득층을 위한 주거보조제도와 가족자활프로그램 분석: 우리나라 주거복지정책에 대한 시사점을 중심으로 = The Housing Assistance and the Family Self-Sufficiency Program in USA and its Implication for the Housing Welfare Policy in Korea

다국어 초록 (Multilingual Abstract)

The objective of this study is to analyse the Housing Assistance and the Family Self-Sufficiency(FSS) program of the public housing policy in USA and to find its implication for the housing welfare policy in Korea.
For nearly 40 years, public housing that was managed by local PHA was the primary source of housing assistance for low income families. Over time, the federal government (HUD) strategy for housing assistance shifted from sole supply of public housing. HUD started housing voucher program in 1974 and finally established section 8 Housing Choice Voucher program through the complete merger of voucher programs in 1999. FSS program in USA was enacted in 1990 with the goal of promoting employment, increasing savings and reducing their reliance on public assistance among low-income families receiving section 8 housing choice voucher or living in public housing. FSS programs provide participants with individual case management for further their education and proper jobs and offer monetary incentives that promote financial independence. The federal government has cooperated with local governments for the successful implementation of the FSS program. Local public housing agencies that run the Public Housing and Section 8 Housing Voucher programs, work with welfare agencies, schools, businesses, and other local partners to develop a comprehensive program.
Based on this study, these results confirm implementation of the FSS program has a strong impression that FSS program has been well organized to support low-income families in an effective way. Giving families an opportunity to get incentives from increased income, case management for the individual family and an active role of local government on the FSS program can be recommended to us.
The study of FSS program gives us the ideas and inspirations with regard to an actual self-sufficiency of the low-income families in public housing in Korea.
