Per- and polyfluoroalkyl substances (PFASs), developed in the 1940s and used extensively across various industries for over 80 years, are extremely stable compounds that do not degrade in nature, earning them the label “forever chemicals.” Today, PFASs are found in water, air, and consumer products, and are detectable in the blood of most people. These substances tend to accumulate in the kidneys and liver, travel through the bloodstream, and have been shown to have harmful effects on health, including causing cancer, increasing cholesterol levels, and weakening the immune system. As a result, PFASs have become a serious global social issue. In the United States, comprehensive regulatory measures and responses to PFASs are being developed at the federal level. The European Union is preparing legislation to impose a comprehensive ban on thousands of PFASs. In South Korea, PFAS contamination is evident not only at U.S. military bases and industrial complexes but also in rivers, water treatment plants, and coastal areas nationwide. Given the extensive use of PFAS-containing fire-fighting agents in military facilities and the advanced petrochemical and manufacturing industries in the country, it is estimated that widespread contamination has occurred. A blood survey of approximately 5,000 middle and high school students and adults revealed levels of five major PFASs that are three times higher than those found in U.S. citizens. Despite this, proactive government response is still lacking. The government emphasizes that the levels of detected PFAS contamination are within safe limits and has shown a passive attitude toward conducting comprehensive surveys, assessing the toxicity of new compounds, and implementing extensive regulatory measures. The current approach is inadequate for protecting public health and safety and may cause South Korean companies to fall behind rapidly changing international standards. There is a need for active measures to identify PFAS usage, develop alternative substances, research removal technologies, and introduce proactive regulatory measures to reduce human exposure. Given the large number of PFASs used for various purposes over a long period, devising appropriate regulatory measures is challenging. The Ministry of Environment’s specific departments cannot address all these issues adequately. A coordinated, government-wide or ministry-wide response is necessary, along with sufficient organization, budget, and long-term strategic planning for appropriate government action.
