This study analyzes the long-term effects of changes in population and household structure on local tax revenues and presents long-term revenue forecasts based on future population projections. The main findings are as follows. First, while the influence of population variables was underestimated or statistically insignificant, the number of households effectively explained changes in total local tax revenue, local income tax, transaction taxes, and property taxes. This indicates that households, as key economic agents, play a critical role in local tax forecasting. Second, in panel data with cointegration relationships, the DOLS model provided more efficient and stable estimates than the fixed-effects model. Third, the forecasting results show that per-capita tax revenue exhibits the greatest volatility in transaction taxes, whereas property tax increases most stably, confirming its relative rigidity and lower sensitivity to demographic factors. Overall, this study offers policy implications for local public finance and tax systems in the context of declining fertility and population aging.
