This study reviews the theories and practices of government organizational diagnosis to draw implications for effective diagnosis through literature research and AHP(analytic hierarchy process). This study emphasizes the management strategies and challenges in achieving a rational diagnosis of government organizational problems as follows. First, this study suggests that such a diagnosis can be improved by establishing a diagnosis from cross-cutting perspective and a feedback mechanism at the entire government level and by enhancing the suitability of the government organizational diagnosis manual. Second, this study suggests that it is advisable to secure the participation and consensus of organization members, to strengthen the leader`s role in supporting organizational diagnosis activities, to enhance the organization`s capacities through internal diagnosis, and to promote collaborative organizational diagnosis within each department.
