여성 공무원이 정부의 질에 미치는 영향

Female participation in the public sector is growing to improve representative bureaucracy, social equity, and national competitiveness. This paper quantitatively analyzes the effects of this trend on the quality of government, and discusses policy implications on public sector human resources management. More specifically, using the quality of government expert survey data on 159 countries, we estimate the effects of female civil servant ratios on impartiality, transparency, corruption, and efficiency of the government. The analyses show that overall female civil servant ratios have no significant effects, but that female civil servant ratios in high-ranked jobs have positive and significant effects. These results suggest that breaking glass ceiling for females in the public sector would not only improve social equity and representative bureaucracy, but also increase efficiency of the government.
