합리적인 자연해안 관리를 위한 토지이용 제도에 관한 연구

국문 초록 (Abstract)

본 연구에서는 합리적인 자연해안 관리를 목적으로 도입된 자연해안관리목표제를 시행할 때 고려해야하는 토지이용 측면의 관리 여건 및 관리 수단을 검토하였다. 자연해안관리목표제의 취지가 실현되기 위해서는「연안관리법」에 의한 구체적인 관리수단 마련도 필요하지만 자연해안과 관련된 타 법률 상 관리 수단과의 연계도 중요하다. 특히. 토지의 개발수준을 결정하는 용도지역과의 연계가 중요하다. 그러나 용도 지역만으로는 자연해안을 관리하는데 많은 제약이 있기 때문에 용도지역을 보완할 수 있는 용도지구의 적극적인 활용이 필요하다. 용도지구는 자연해안 관리를 목적으로 지방자치단체가 신설하여 지정할 수 있기 때문에 실효성이 큰 관리 수단이라고 할 수 있다.

다국어 초록 (Multilingual Abstract)

This study reviewed management conditions and tools in relation to land use for the enforcement of “Natural Coast Management Goal” that is introduced for rational management of Natural Coast. To achieve “Natural Coast Management Goal”, it is important to not only adopt specific management tools under the 「Coastal Management Act」, but also link these tools with related laws on the management of natural coast. Especially, it's also vital to link with zoning that applies to control land use. However, a zoning district should be actively used since a zoning confined itself to areas have constraints(limits) in managing natural coast. A zoning district is an effective tool because local governments can establish and designate zoning districts for managing natural coasts.
