창의적·혁신적 토지이용 및 관리에 관한 연구 = A Study on Creative and Innovational Land Use and Management

국문 초록 (Abstract)

최근 각 지방자치단체는 토지이용의 목적이 다양화되는 경향을 보이고 있다. 즉 지방자치단체는 각 단체마다 지역경제 활성화, 고부가가치 창출, 경관 농업의 일반화, 심미안적 토지이용 등 이전의 모습과는 다른 양상을 보이고 있다.
즉 고유의 토지이용 및 관리를 탈피하여 창의적이고 문화적인 시각에서 접근이 부상하고 있다. 따라서 본 연구에서는기존 토지이용 및 관리가 아닌 창의적이고 문화적인 토지이용 및 관리에 대한 연구의 부상에 따라 사례 연구를 통하여궁극적으로 문화 지적의 새로운 개념과 지적 발달의 새로운 패러다임을 모색하는데 목적을 두고 있다. 이를 위한 연구범위는 토지이용의 변화를 유발하는 사례로 한정하고 조사 방법으로 문헌조사 및 인터넷 조사를 활용한 1차 및 2차자료를 조사 및 수집하며, 접근 방법은 서술적 접근 방법과 체제론적 접근 방법을 병용하였다. 연구 결과는 다음과 같은 시각에서 도출하였다. 첫째, 토지이용 규제 및 관리는 토지이용규제 및 관리의 의의, 토지이용규제의 유형, 패러다임 변화, 선행연구 및 접근 틀 시각에서 검토하였다. 둘째, 창의적이고 혁신적인 토지이용 사례는 접근의 틀에서 언급한 요소를 토대로 대상을 기술하였다. 셋째, 창의적이고 현실적인 토지이용의 한계 및 대안은 예방적이고 처방적인 대응과 다소 이상적이고 동태적인 대응 전략 차원에서 검토하게 된다.

다국어 초록 (Multilingual Abstract)

Recently, local governments tend to show diversity of purpose of land use. In other words, local governments show different aspects compared with the previous aspects such as revitalization of regional economy, creation of high value, generalization of landscape agriculture, and aesthetic land use. It implies that approaches from creative and cultural perspectives are emerging, break ing away from the original land use and management. Therefore, this study is to review a new concept of cultural cadastre and a new paradigm of cadastral development through case studies in line with the rise of the study on creative and cultural land use and management. The scope of the study is limited to cases causing changes in land use. In terms of research methods, both prmary and secondary data are collected through related literature and internet research. In addi tion, both descriptive and systematic approaches are used. The research results are approached from the following perspectives. First, regulation and management of land use are reviewed in terms of the meaning of the regulation and management of land use, types of regulation of land use, paradigm changes, literature reviews, and framework. Second, the creative and innovative land use cases are analyzed based on the elements identified in the framework. Third, the limi tations and alternatives of creative and realistic land use are approached from the perspectives of preventive and prescriptive responses as well as ideal and dynamic response strategies.
