Our country has focused on the economic development for the last 30 years, resulting in the prosperity of the country. However, due to extensive city development policies without considering nature, environmental qualities for better life have deteriorated and thus many social conflicts have arisen. In this thesis, the laws and regulations about city development plans were evaluated, examples of domestic and foreign cities were discussed, and the mandatory requirements for the development of environment-friendly cities were proposed in specific areas. The results of this thesis should help government officials engaged in urban planning and city developers. To prevent reckless development of city areas, the recent laws and regulations have been revised and suggested various fundamentals. Nevertheless, government officials tend to pursue economic profits and convenience and thus the gravitation of population inside cities increases and green areas become limited. Therefore, the local government should carry out the city planning with consideration of environment. In widening city limits, the broad principle should first be set in order to keep the development in harmony with conservation. The enough green areas inside the city should be secured and convenient transportation system should also be considered. In addition, further development inside the limited development district should not be practiced to keep the environmental qualities. In basic urban planning, a feasibility study for the proper land use should initially be performed systematically and the results should be necessarily practiced. Prior to develop the environment-friendly cities, the certain development projects require the proposal of the environmental assesment. However, the projects have usually delayed due to many document works and many of the proposed plans have not come into effect until now. Therefore, the laws should be changed such that minimum but essential documents are submitted. Upon acceptance, actual environment- conservation and pollution-reduction plans should be precisely submitted. In addition, the concrete agreements on essential items should be made between the developers and city officials. Case studies on recently developed domestic cities showed that the population was designed to be too dense and thus land use aimed mainly to build human facilities for economic profits without securing the green areas. Therefore, it is recommended that the size of population and human facilities inside the city limit should be properly designed to satisfy the environmental capacities. Case studies on foreign cities were focused on the environment-friendly developed cities. In the case of Japan and Germany which introduced environmental capital system, citizen, environmental community organization, and administrative organization have all participated in meeting to develop pleasant cities for the citizen''s well-being. They also focused on the image of the city to the outside world and competitiveness of their future cities. Mostly importantly, their agreements have been systematically practiced as planned, resulting in building the environment-friendly cities. The successful examples of the environment-friendly developed cities were shown to be Hanover(Germany), Curitiba(Brazil), and Quartier de la Defense(France). The common feature of these pleasant cities is found to be the harmony of natural environment, transportation system, human facilities, and human. The cities are also known to be productive in economy. Overall, in order to design environment-friendly cities, the area factors such as developing area, green area, and transportation area should first be considered for the given size of population. Based on these area factors, sustainable and practical plans on each factor should be made. When the above factors were in harmony with the size of population, an environment-friendly citiy can be developed for the human well-being and nature.
