자진신고자 감면(Leniency) 제도의 경제분석 = An Economic Analysis of Leniency in Korea

Leniency programs have been at the core of cartel policy for antitrust authorities for the last decades. This paper first surveys the economic literature on the leniency program regarding its efficacy and the optimal design. Next, the paper empirically tests the hypotheses drawn from the literature using the KFTC`s cartel prosecution data from 1999 to 2009. It is found the leniency program has significant information revealing effect, and some evidences are also found on cartel deterrence effect. The paper also makes suggestions on how to improve the program.
