북한의 시장화와 주민 의식변화 : 반사회주의 통제를 위한 법규범 탄생과 관련하여 = Marketization of North Korea and Changes in Awareness of North Koreans

국문 초록 (Abstract)

이 글은 북한의 시장화 현상과 북한주민 의식변화의 상관성을 반사회주의 통제 관련 법규범과의 연관 속에서 분석하는 데 중점을 두었다. 본 연구의 결과를 요약하면 다음과 같다. 첫째, 북한의 시장은 북한주민의 자립적 생존장터인 동시에 외부문물 및 정보 유통 공간으로 기능함으로써 북한주민 의식변화에 긍정적 영향을 미치고 있다. 즉, 북한의 시장 확산에 따라 북한주민 의식변화는 자립적 경제의식→ 문화의식→ 정치의식 변화로 진화하고 있다. 둘째, 시장 확산과 더불어 진화하는 북한주민 의식변화는 반사회주의 통제 법규범의 탄생과 이에 기반한 사회통제 강화에 의해 성숙된 의식화로 승화하지 못하는 한계를 내재한다. 즉, 북한주민 의식변화는 시장도입이 공식화된 이후 시장 확산에 힘입어 단계별 변화를 거듭하고 있으나, 궁극적인 정치의식 변화, 자유와 인권의 본질을 깨닫는 깨어진 의식변화 수준까지 더디게 진화하는 한계가 있다. 본 연구의 결과는 북한주민의 자발적 의식변화가 더욱 성숙되기 위해서는 시장을 통해 외부정보를 자유롭게 접할 수 있는 제도적 환경이 마련되어야 하며, 북한주민 스스로 변화의 주체가 되어 현상적 변화가 아닌 본질적 변화를 적극적으로 추구할 수 있는 역량을 함양해야 함을 시사한다.

다국어 초록 (Multilingual Abstract)

This study focused on the correlation between the marketization in North Korea and the change of consciousness of the North Korean people in the context of anti-socialist control related legal norms. The results of this study can be summarized as follows. First, the market of North Korea has a positive effect on the change of consciousness of the North Korean people by functioning as a place for the independent survival of the North Korean people and as a space for the distribution of external relics and information. In other words, as the market spreads in North Korea, the change of consciousness of the North Koreans is evolving into a self-reliant economic consciousness → cultural consciousness → political consciousness change. Second, The change of consciousness of North Koreans has been changing step by step because of market expansion after the market introduction was formalized. However, the change in consciousness of the North Korean people has inherent limitations in not being able to sublimate into a mature consciousness by the birth of anti-socialist legal norms and strengthening social control based on it. In other words, there is a limit to the change in political consciousness, which slowly evolves to the level of consciousness change that breaks the essence of freedom and human rights. The results of this study show that in order for the voluntary change of consciousness of North Koreans to become more mature, an institutional environment in which they can freely access external information through the market must be prepared, and the North Koreans themselves should become the subject of change and actively promote essential change rather than phenomenological change.
