해외 5G 주파수 할당 사례 분석: 3.5GHz 유사대역을 중심으로 = A Study on 5G Spectrum-Allocation Cases

This study aims to derive the implications for Korean spectrum policies through an in-depth analysis of 5G spectrum-allocation cases. By examining the cases of four countries-France, Canada, the Netherlands and Colombia-the following key characteristics and implications were identified. First, the minimum bandwidth essential for service competition was guaranteed, easing the burden of spectrum acquisition on mobile operators. Second, auction rules were established to achieve an appropriate level of spectrum-allocation prices, which limited excessive price increases. Finally, license conditions such as the definitive re-allocation of the spectrum, were established to increase the infrastructure-investment incentives of mobile operators. The results of this study are expected to provide useful information for establishing auction rules for future Korean 5G spectrum allocations.
