      The decommissioning of a nuclear power plant requires not only the management of manyresources but also the execution and management of many tasks according to the decommissioningprocess. Therefore, prior to decommissioning a nuclear power plant, a cost estimate process isessential through a reasonable decommissioning cost evaluation through sufficient research and review.
      Considering the domestic decommissioning situations which have only experience in decommissioning tworesearch reactors, there are many difficulties in performing detailed and accurate decommissioning costassessments. In this study, in order to develop the work difficulty factors suitable for the decommissioningsituation of a domestic nuclear power plant, the work difficulty factors previously used in overseasdecommissioning were improved by utilizing the premium labor cost factors of standard costing usedin domestic other industries. It was confirmed that the premium labor cost factors of standard costinghave the same addition method as the work difficulty factor and contain similar factors. Also, throughanalyzing the premium labor cost factors, the factors applicable to the existing work difficulty factors werederived. It is expected that the improved work difficulty factor through this study can be used as basic datain the domestic nuclear power plants decommissioning in the future by performing the evaluation of thefeasibility of the selected items and the suitability of premium labor cost.
